Today, Sunday, Finance Minister Taif Sami announced the completion of the draft federal budget law for the year 2023 and sending it to the Council of Ministers for the purpose of discussing and voting on it.
Sami said, in a statement received by (Baghdad Today), that "the completion of the preparation of the project comes under exceptional circumstances in the global economy, and it came to deal with the effects of international, regional and local economic challenges."
And she continued, "The next draft budget will focus on development priorities, support for the social protection network, and the most needy groups, as well as providing a safe cover for strategic and sustainable development projects."
And the Minister of Finance stated, "We have worked throughout the past months of the new government's life to extract a budget that responds to the needs of the Iraqi economy and is consistent with the plans of the government curriculum and the package of financial and economic reforms that the ministry is working to achieve."
Earlier, the representative of the State of Law coalition, Jassem al-Moussawi, revealed the most prominent obstacles facing the decision of the general budget law, while stressing that the Kurdish parties took advantage of the Federal Court's decision to prevent the export of Kurdistan region's oil in order to increase their percentage of the general budget.
Al-Moussawi said, "The most prominent thing that impedes the approval of the general budget law is the share of the Kurdistan region," noting that "the Kurdish parties demanded the implementation of the political agreement concluded with other blocs, which stipulates reducing the percentage in the budget in exchange for speeding up the approval of the oil and gas law."
He added, "The Kurdish parties also objected to changing the operational percentage of the budget to 65%, while the investment percentage was also raised to 35%," pointing out that "the Kurdish parties took advantage of the Federal Court's decision to prevent the export of Kurdistan region's oil in order to increase their percentage of the general budget." .
Regarding the approval of the general budget and where it has reached, Al-Moussawi explains that "the work on approving the general budget law is progressing properly, but the differences worked to stall it," noting that "the budget is dependent on Baghdad's satisfaction with the region."
And a member of the Parliamentary Integrity Committee, Ali Turki, had confirmed earlier, “The percentage of the Kurdish component of the budget is still 12%,” while he indicated that the percentage that the region takes now was estimated through the population census and will not be modified unless a second census is conducted in the coming years. ".
For his part, the representative of the Kurdistan Democratic Party, Jay Taymur, revealed last Friday 3-03-2023 the agreement of Baghdad and Erbil to determine the share of the Kurdistan region from the budget for the year 2023 by 14%.
Timur said in a televised statement, "This percentage depends on the statistics of the Ministry of Planning, although it is not at the level of ambition of the region," he said .
He stressed, "The negotiations between the governments of Baghdad and Erbil have reached their final stages ."
Timur pointed out, "The budget was delayed, but due to developments in decreasing the dollar exchange rate, appointments of lecturers and contracts, the Council of Ministers and the Ministry of Finance had to prepare the budget again, and this required some time. "
He continued, "We are awaiting the arrival of the budget to the House of Representatives next week, and we expect it to take approval in the House of Representatives within a month."
And the head of the Parliamentary Finance Committee, Atwan Al-Atwani, revealed last Tuesday that the total value of the budget for the current year will be 195 trillion dinars, with a deficit of 60 trillion or less, and the price of a barrel of oil in it was set at 65 dollars .
Al-Atwani predicted that the government's draft budget law would reach Parliament at the end of next week, after resolving the dialogues with the Kurdistan region.
