In the boldest decision, the Sudanese government ended the management of all state institutions by proxy, for the first time in the history of Iraq, since the change in 2003 until the moment.
This decision is of great importance in building a sound state and a huge step on the road to administrative reform, without which economic reform cannot be achieved in the first place.
The basis of my vision is that one of the most prominent and important causes of distortions in the Iraqi economy is the management of state institutions by proxy and the incompetence of many of those in charge of them. I mean the importance of taking specialization into account when selecting new administrations. We do not care if the new candidates are from any party, but rather we care about the knowledge and competence of the candidate for this or that position and his specialization is the most important. The reason for the administrative chaos that the state suffers from is due to the incompetence of its administrations, allowing veterans with weak and corrupt souls to manipulate decisions and procedures and pass them on to a non-specialized official.
We see the need to introduce qualified candidates, after testing and selection, in governance courses (good governance)
in the form of meals without relying on the self-capabilities available in the candidate, so that the senior administrative official becomes fully aware of the economic feasibility of any decision he takes.
The other reason is that managing the institution by proxy is not the same responsibility in preserving it and its position and ensuring its reputation in the actual management of the institution. Here it must be noted the importance of selecting the candidates by the Service Council, which seems to be inactive now, to pass its competency tests, and then to include them in governance courses after their appointment is approved. Thus, we can achieve the ultimate goal of administrative and economic reforms, and with this approach, the expertise of senior management will be reflected in job performance in all joints. If we want the administrative reform to succeed completely and at a later stage, we must focus on jobs that affect public funds, such as the chartered accountant, financial control and technical engineer, and activate the role of oversight and audit in order to control the waste of funds. I believe that the implementation of this strict decision requires sufficient time to achieve the aforementioned goals that I mentioned in the context of my article, as it will face obstacles that are not easy, and this requires a good selection of candidates from any concerned party to facilitate the task of implementing the decision, which leads to achieving the desired real reform in its administrative and economic fields in one basket. . We also hope that the Parliament will verify the competence and experience of the candidates before discussing the names in the approval session in order to approve them without procrastination if we have the desire to build the state in accordance with the reform standards adopted in most developed countries. It is not too much for Iraq to achieve the stability of its administrative and economic system, which will affect political stability as well. We hope that our message has been received and we will continue to see. We also hope that the Parliament will verify the competence and experience of the candidates before discussing the names in the approval session in order to approve them without procrastination if we have the desire to build the state in accordance with the reform standards adopted in most developed countries.
