Iraqi Prime Minister Muhammad Shiaa Al-Sudani announced today, Friday, Iraq's commitment to all international agreements, calling on neighboring countries not to interfere, while calling on friendly and partner countries to extend a helping hand and cooperate in the fight against corruption. He stressed that his government has made important strides in reforms of the financial and banking sectors in Iraq.
Al-Sudani said during his participation in the 78th session of the United Nations General Assembly, “Iraq was among the fifty countries that founded this great organization seventy-eight years ago, and it still believes to this day in the general principles on which it was founded and contributes to all its programs out of its belief that there is no way We have nothing but brotherhood and human solidarity for the continued safe existence of the entire world.”
He added, "The will for agreement and understanding prevailed in the new Iraq, and we succeeded in overcoming difficult days to create our current government, which has a broad political coalition behind it that includes all Iraqi sects and components."
He continued, "This government has adopted a comprehensive and ambitious reform program to correct the course, restore confidence in the political system, and provide a decent living for the citizen."
The following are the highlights of Al-Sudani’s speech:
- On behalf of the government and people of the Republic of Iraq, I extend my sincere condolences, sympathy and solidarity to the Kingdom of Morocco and the State of Libya, the government and people, for the occurrence of the earthquake and flood disasters.
- I convey to you the greetings of Iraq and its people, which were among the fifty countries that established this mighty organization 78 years ago.
- Iraq believed and still believes in the general principles on which the United Nations was founded, and contributes to all its programs.
- The government adopted a comprehensive reform program, which carries critical priorities to correct the course, restore confidence in the political system, provide decent living for the citizen, and build a strong Iraq.
The priorities focused on providing job opportunities, achieving a renaissance in services, fighting poverty, combating corruption, and implementing comprehensive reforms in the economic and administrative aspects.
We have made important strides in reforms in the financial and banking sectors. To overcome the weakness of previous administrative systems, which were unable to meet the transformations and catch up with global development.
The investment environment in Iraq has developed to be open to the global economy and fruitful partnerships.
Many agreements were signed in different sectors, and Iraq became a safe environment that attracts investors with great promising opportunities.
- Iraq is still an important oil country, and a pivotal country in the global energy market, and it has important opportunities, projects, and businesses.
We launched the Development Road Project, which is the vital land channel linking basic economic parts of our region, and the best route for trade and economic exchange in the region.
We identified the scourge of corruption, made fighting it our first priority, and began pursuing wanted persons wherever they were, regardless of their positions or affiliations, and handing them over to the judiciary.
We ask friendly and partner countries to extend a helping hand and cooperate in combating corruption and recovering stolen funds, because we believe in the interconnection between corruption and terrorism.
We were keen to build an independent and balanced foreign policy, based on bridging viewpoints and commonalities, and for Iraq to be a source of stability in its regional and international surroundings, and part of the solution to any regional or international problem.
- The Republic of Iraq affirms its commitment to the principles of international law, respect for UN resolutions, and its determination to establish the best relations with everyone, especially neighboring countries.
We reject interference in our country's internal affairs under any pretext, and our constitution requires us that Iraq not be a launching pad for aggression against other countries, and we demand that everyone respect Iraq's sovereignty and territorial integrity.
We reserve our right to take appropriate measures, in accordance with what has been approved by international laws and conventions, to deter any violation against Iraq.
We aim to achieve regional integration, remove anything that hinders free trade in the region, and facilitate the movement of people, goods and capital across political borders.
Economic integration can be achieved through unifying and approaching economic policies, customs tariffs and laws, and linking economic infrastructure together through joint investment and offering opportunities.
We are working to organize a conference (Baghdad 2023) for economic integration and regional stability.
- We will not adopt the policy of axes as a path in our relations, and we will deal with everyone according to our national interest, and we will continue to strengthen Iraq’s position in the arena of international cooperation.
Addressing the issue of displaced persons is among the government’s priorities, and we have taken many measures to ensure their voluntary and safe return to their original areas of residence, and the reconstruction of their liberated cities.
We were keen to resolve the issue of missing persons who were disappeared at the hands of ISIS criminals, and to provide material and psychological support to their families and reintegrate them.
- We are moving towards approving the (Civilian Protection Policy) to promote human rights, by training security forces in protecting civilians from mistakes that occur during armed conflicts, and protecting them during natural disasters.
We urge steps towards holding local elections at the end of this year, after stopping them for ten years, which are one of the pillars of decentralization in Iraq.
The federal government manages the best relations with the Kurdistan region of Iraq and all governorates, and is in constant dialogue with representatives of the region and local governments throughout Iraq. To transform opportunities into projects that enhance development and the economy.
Our region, and our country in particular, is exposed to the brunt of the effects of drought resulting from climate change, and the urgent need to preserve rights to water resources and international river basins.
The drying up of natural water bodies in the marshes is an environmental and historical loss, and the environmental catastrophe will be more severe for Iraq and the region, with an unprecedented rise in temperatures.
- Iraq calls for the establishment of a regional grouping, which includes the countries on the shores of the Gulf, including Iraq, Iran, and the member states of the Gulf Cooperation Council, which are the countries that will be more exposed than others to rising temperatures.
The group coordinates regional efforts to manage water, confront climate change, enhance environmental protection, and work together to confront drought.
Our government has taken the necessary steps to reduce emissions and stop burning associated gas and polluting the environment.
We launched several projects in the field of waste recycling and encouraging clean energy, and approved a national strategy to confront pollution and limit its repercussions for the years 2023-2030.
We are working to effectively confront the drug issue, in cooperation with partners and friends. The international community and the countries of the region have no alternative but to intensify efforts and coordination to combat it, given its close relationship with terrorism.
The drug issue hampers all development efforts and investment in human resources and youth development, and our government has adopted the National Strategy to Combat Narcotic Drugs and Psychotropic Substances 2023-2025.
- Iraq is classified as a young country, and the youth group constitutes 60% of the population, and the government has paid attention to youth in its governmental program.
We launched the “Riyada” initiative for development and employment, to support students and youth, empower them, invest in ideas and skills, and provide thousands of job opportunities for them. The Supreme Youth Council was also formed, headed by the Prime Minister.
Thanks to the government’s sponsorship of the youth and sports sector and the construction of sports facilities and centers, Iraqi sports and student teams were able to win many titles in various competitions and tournaments.
We affirm the government’s efforts in programs to empower women and grant them their effective right to contribute to the development process.
- We renew our clear and firm position on the Palestinian right to establish an independent Palestinian state with Jerusalem as its capital.
We affirm Iraq's support for the unity of Syria, its land and its people, and we call for alleviating the suffering of the Syrian people and enabling them to extend their authority over the entire Syrian territory.
Burning the Holy Qur’an is a hate crime aimed at attacking a quarter of the world’s population, and others who regard sacred things with respect and appreciation, and it cannot be marketed as freedom of expression.
It is time for Iraq to take its natural place in the international community, after its remarkable success in fighting terrorism on behalf of the world, and defeating it with the help of friends and partners.
- The Iraqi people demonstrated their heroism in combating the worst criminals, and the prominent role was played by the rational authority represented by Grand Ayatollah Ali al-Sistani and his blessed fatwa, and the valor of the Iraqi security and military forces in these victories and in establishing societal peace.
We are working, through productive diplomacy, to make Iraq a center for meeting brothers, friends and partners. To build a safe and prosperous region.
Today, Iraq is distinguished by the strength of its resources, its geographical location, and the will of its people, who faced challenges and triumphed over them.
