    The Minister of Construction and Housing, Benkin Rikani, confirmed on Sunday that the government had taken steps to prevent the areas adjacent to the Doura-Youssoufia road from turning into slums after indications indicated that this was the case, without confiscating any land owned by a citizen.
    Rikani said in a statement, seen by Al-Iqtisad News, that “after the completion of the Yusufiya Cycle Road, the prices of neighboring lands rose more than 20 times, and in order for these areas not to turn into slums that distort life in Baghdad, where some weak souls began cutting up agricultural lands and selling them.” ".
    He added, "The government is preparing a civilized design for one kilometer on each side as a first stage to make it a beautiful area that includes all commercial, residential, entertainment, and other activities," indicating that "the large population increase in Baghdad needs to open new areas in various directions and design them in a civilized manner in order to return to our capital its civilized face and this is What the government is working on.”
    The Minister of Construction explained, "Design is one thing and ownership is another. You may own a piece of land for commercial, residential, recreational, or even agricultural use within the city or elsewhere. The government has not issued any action or permit indicating the expropriation of these lands. As for confiscation, it is constitutionally prohibited."
    He continued that "ownership of agricultural lands in Iraq is of pure ownership, right of disposal, obligation, contracts of all kinds, or possession without the presence of a legal document, and that any step taken by the government is aimed at development and service only, which has been delayed, and on the other hand, it cannot, in any way, harm anyone." Citizen, under any circumstances.
    The Minister of Construction addressed the residents of this area, saying: “Do not listen to the merchants. The government has not granted a single investment opportunity in these areas.”
