It seems that the next few days will be decisive in 3 important files, the first of which is the election of a new speaker of the House of Representatives, the second of which is the Council of Ministers’ vote on the (2024 budget) so that it can be sent to the House of Representatives, and the third is the file of extending the work of the Election Commission.
The Media Department of the House of Representatives stated in a statement, “The Presidency of the House of Representatives decided to hold its session next Saturday, corresponding to the 18th of May, to elect the Speaker of the House of Representatives.”
In addition, the Ministry of Planning expected the Council of Ministers to vote this week on the 2024 budget, while confirming that its title would be “maintaining the government’s momentum” that began since last year’s budget.
The Undersecretary for Technical Affairs, Maher Hammad Johan, told “Al-Sabah”: “The Ministry has completed all programs related to the 2024 budget and sent them to the Ministry of Finance,” expecting that “this week will witness its discussion and voting by the Council of Ministers according to the direction of its Prime Minister, Muhammad Shiaa Al-Sudani.” He added, "The basic framework of this year's budget is to maintain the momentum that the government began with during the past year, and to focus on places where the amounts and details may not have been sufficient to complete it, especially at the governorate level," calling it a budget for "maintaining the momentum." Johan stressed, “The focus during this year’s budget is on the original program of this government after diversification, support for infrastructure projects, and protection from crises and risks, whether at the level of poverty or unemployment.” He explained, “The state will remain the primary protector of the segments of society on the financial level and basic components.” .
In parallel, Parliament extended its legislative recess for a full month in order to approve the budget schedules, which it is hoped will arrive within the next few days, but this issue is not the only one that prompted Parliament to extend its term.
A member of the House of Representatives for the Finance Committee, Jamal Kujar, said in an interview with “Al-Sabah”: “The issues that called on the House of Representatives to extend the legislative term are 3 main issues, the first is the issue of budget tables, the second issue is choosing a speaker for Parliament, and the third issue is voting on Extending the work of the Election Commission.
He added, "The extension came at the request of the Prime Minister, who requested to extend the legislative term so that the government could send the budget schedules," indicating that "the government will send a budget, not just schedules, as the issue of the region will change during the 2024 budget, and new loans may be added, and there are materials It has ended and will be submitted in this budget, and thus the government is supposed to submit a budget, but it will not consist of 70 articles, but rather from 10 to 15 articles, meaning that the government will only send the articles that need amendment.”
He continued: “The second issue that called on Parliament to extend its legislative term is the selection of the Speaker of Parliament, and this issue will be resolved very soon, and the third issue is amending the Election Commission Law so that the current Commission can continue its work until the regional elections are held.”
Koger stated, “Parliament can vote to extend the work of the Commission until the end of this year, that is, only six months, until the regional elections are held.”
