The Federal Integrity Commission announced, today, Wednesday, the implementation of an operation to arrest an accused person red-handed while receiving a bribe in the social protection network, while indicating that violations were monitored in the Dhi Qar Governorate Office and the Nasiriyah Municipality Directorate.
A statement by the Media and Government Communications Office of the Commission stated that “a team formed in the Dhi Qar Investigation Office set up a tight ambush for an employee working in the Social Protection Department in Al-Rifai, on the grounds that he requested a bribe in exchange for releasing a citizen’s transaction that had been suspended for a long time,” indicating that “the accused was caught red-handed in possession of the bribe amount that he received from the citizen, amounting to five hundred thousand dinars as a first payment, with the remainder of the bribe amounting to four million dinars to be paid when the salary is released.”
The statement added, "The seizure was carried out based on the provisions of Resolution No. 160 of 1983."
He continued, “The team, which moved to the Nasiriyah Municipality Directorate, revealed violations in granting an investment opportunity to build a residential complex for employees of the Dhi Qar Investment Authority,” explaining that “the violations mentioned in the reports of the External Audit Division in our office and the Financial Supervision Bureau, were represented in granting the investment opportunity without the approvals of the owners, the municipality lifting the seizure of the property before it was sorted, and including the municipality’s share of 10%, in addition to not taking legal measures regarding the percentage due to the municipality, and the Investment Authority not including the municipality’s specified share for most of the sectoral designs for residential complexes, and taking legal measures against the investor.”
On another level, the statement indicated that “the team monitored violations in the Al-Bu Saad Road construction project implemented by a company at a cost of (2,732,629,000) dinars,” noting “the destruction of the project files that were completed in 2010, while the initial receipt took place in 2018, which led to the loss of the project’s maintenance period and damage to some parts of the road. The receipt committee report also revealed that the value of the damage to the project amounted to (52,900,000) dinars, in addition to the failure of the accounting department in the governorate to deduct the amounts specified by the final receipt committee (damage disclosure), in violation of the law.”
He pointed out that “the team noticed violations in the projects implemented in Al-Dawaya district within the regional development projects at a cost of (1,747,797,840) dinars, as the governorate disbursed the entire reserve amount estimated at 10% of the total contract value, amounting to (174,779,480) dinars before completing the project, in violation of the law and instructions, in addition to the failure of the company implementing the projects to provide any guarantees regarding good implementation, or contracting insurance according to what was stated in the report of the External Audit Division of the Authority’s Investigation Office in the governorate.”
