    [ltr]The Cabinet decided, on Tuesday, the withdrawal of government challenged amendments provincial law, calling the Supreme Coordinating Committee for Provincial Affairs to re-examine the amendment within thirty days.
     The decision means the Government of Haider al-Abadi withdraw the appeal filed by Nuri al-Maliki, who was refusing to grant powers to the decentralization of the provinces, and the effects of his anger while enabling opponents to pass revolutionary changes in the management system, the parliament summer 2013, but the legislation has remained frozen since then because of the appeal was not resolved by Federal Court and dragging Abadi Tuesday.
    He pledged Abadi since taking office nearly three months ago with the support of decentralization and considered part of the reform paths, also announced his support for this approach in management during an important meeting in Basra Monday, attended by representatives of 14 provinces, to discuss the dispute over powers between the center and the periphery, at the time the most prominent of protests rise Basra, which is experiencing a wave of overwhelming support for the establishment of the territory along the lines of Kurdistan. 
    He pledged Abadi, presided over the meeting of the supreme body of the provinces of Basra, the withdrawal of the appeal of this law and the procedures for transferring the authority to start a number of ministries to local governments.

    He called on the Council, the General Secretariat of the Council of Ministers of the Legal Department to "take steps to withdraw the appeal proceedings, the Supreme Coordinating Committee for Provincial Affairs within 30 days to re-examine the Amendment Act and propose the necessary adjustments to achieve harmony and smooth flow of work between the central government and local authorities according to the principles of the Constitution." 
    The prime minister Haider al-Abadi in a speech, said on the sidelines of chairing the supreme body of a coordination meeting between the governorates not organized province, which was held on Monday, "The government will back the transfer of powers to the provinces in order to move the country on the right path," stressing "the need for controls Administration adhered to by everyone for the national interest and the citizens who have to deal with him, regardless of affiliation. " 
    Abadi said that "the establishment of a constitutional right of the regions can not be a stand against him or prevented from raising," adding, "but you must open the debate on a number of things, including what the timing and the extent of the need and the number of provinces and other things." He stressed "the need for a fair distribution of wealth and not a monopoly when the province without the other." 
    In the same context, the Council of Karbala, announced on Tuesday, the approval of the coordinating body for the provinces irregular province to grant exceptions to the federal government to maintain security-related services, said that while the Prime Minister, agreed to begin the transfer of eight ministries powers to the provinces.

    Turn Khaled Mufriji, Chairman of the Committee of the Regions and provinces parliamentary told (long-Presse), said, "In the time that we bless and support any step that will bring about reform and the granting of powers to the provinces and the service of the Iraqi citizen, surprised not to invite to our committee for the meeting, which was its presence is very important." 
    He added that Mufriji "discuss the issue of granting powers and activation of Law No. 21 of 2008, the rate is at the heart of our work for the Legislative Being the competent authority and the fact that complaints and opinions and problems of the provinces submitted to our Committee continuously for submission to the presidency of the Iraqi Parliament and the House of Representatives. 
    He said Chairman of the Parliamentary Committee that "our committee adopts a priority in its work and support any step or proposal or action that would overcome the problems and ease the burden experienced by Iraq's provinces, and adopt an absolute priority for the granting of powers of central and ease that led to weaken the government and service performance." 
    Mufriji He pointed out that "it was better than the organizers of the conference call for our committee to ensure the unity of the situation prior coordination in order to take a step forward without the conference will be limited to the contract without the results." 
    Article 45 of the Second Amendment to the Law governorates not organized in the territory, which is voted by parliament in June 2013, that the law "establishes a body called (the supreme body for coordination between the provinces), headed by the Prime Minister, and the membership of ministers (of Municipalities and Public Works, and Construction and Housing , labor and social affairs, education, health, planning, agriculture, finance, sports and youth) and Minister of State for Provincial Affairs, governors and heads of provincial councils. "
    The same article also states that "the Commission shall transfer sub-circuits and devices, jobs, services and functions exercised by those ministries with allocated public budget and staff and personnel allocations, to the provinces within the scope of its functions set out in the Constitution and relevant laws gradually and remains the role of ministries in the planning of public policy." .
