Parliamentary sources attributed the significant deterioration of the service situation and living conditions in Iraq to political differences and successive crises, as well as the spread of financial and administrative corruption which prevented the occurrence of any significant developments in all sectors.
The sources said that "the differences between the political blocs confined mostly in the three files, the first file of oil and the benefits to be derived from sales suspicious (not subject to the Government Official), while the second file relates ERA hard currency at the central bank and includes the sharing of the benefits of daily reach billions of dinars, "pointing out that" the third file for mobile phone networks and features of the profits shared between the political blocs to cover up poor performance, fines and swindlers customers from users of those networks. "
