    The decision of the House of Representatives Niazi Oglu, Tuesday, the impossibility of passing the budget next year because of no political consensus on them, noting that Prime Minister Haider Abadi will work since the beginning of next year, Law 1/12, which guarantees the powers to spend the required funds on a monthly basis.
     "The political talks between the political blocs did not resolve matters in favor of passing the budget law next year because of the opposition of the Union of forces on the reconstruction of liberated areas as well as the situation in the Kurdistan Alliance on reducing the share of the region as well as the opposition of the National Alliance on Basrah ratio ".
     He added that "the parliament can not put the draft law as read first and second only after the end of the legislative holiday early next year, which means that the government is obliged to pay salaries of citizens and the needs of citizens without a budget."
     He said Oglu that "Prime Minister Haider Abadi will use the law 1/12 to conduct the financial affairs of the state on a monthly basis, such as insurance salaries and service entitlements at the beginning of each month." Ending / 25 d

    Does anyone have any thoughts on what this article is saying?
