    The three presidencies discussed in a meeting with heads of political blocs preparations for the upcoming elections. 
    The meeting came a day after the government announced the ratification of the merger of local and parliamentary elections in May 2018. 
    A statement by the Office of the President of the Republic, seen by the (range), that "in the Palace of Peace in Baghdad held a meeting headed by Fouad Masum and in the presence of Speaker of the House of Representatives Salim Jubouri and Medhat al- The Supreme Federal Court, the deputies of the President of the Republic Nuri al-Maliki and Iyad Allawi and Osama Najafi and Deputy Speaker of the House of Representatives Aram Sheikh Mohammed and a number of leaders and representatives of parties and parliamentary blocs are Ammar al-Hakim and Saleh al-Mutlaq and Hadi al-Amiri and Diaa al-Asadi. 
    The meeting, according to the statement, "to study various aspects necessary to create the best atmosphere for the requirements of the upcoming legislative elections." He urged the parties to the meeting "
    In a related context, the President of the Republic called on the governments of Baghdad and Erbil to start an immediate dialogue to negotiate on issues of disagreement between the two sides. He demanded both the Center and the region to secure the salaries of the region's late employees and respond to the demands of the demonstrators in the region. 
    The city of Sulaymaniyah and a number of other cities, demonstrations described as "angry", in protest against the poor reality of living and delayed payment of salaries for months. 
    "We strongly affirm that the peaceful demonstrations and protests are a civil exercise and a legitimate right guaranteed by the Constitution," said the president of the republic, according to a statement issued by his office. "We congratulate the families of the martyrs of these unfortunate events and pray to God to heal the wounded. And ensure their right to fully express their demands and rights and feelings and prevent the character of demonstrations off track and work to protect funds and public and private property.
    He called on the demonstrators to "calm, abide by the law and exercise restraint and not harm the government buildings and the headquarters of the political parties," calling at the same time the security authorities to "expeditiously investigate the cause of the accident and hold the perpetrators accountable." 
    The president called on the governments of the Kurdistan region and the federal government to "work hard and immediately to respond to the demands of the legitimate demonstrators and take serious and practical steps to resolve the problem of regular payment of salaries and arrears and address the life difficulties suffered by citizens in different cities of the Kurdistan region." 
    Masoum stressed the need to start "an immediate and comprehensive dialogue between the federal government and the Kurdistan Regional Government to resolve all differences between the two sides on the basis of the Constitution and decisions of the Federal Court."
    The President of the Republic that "the announcement of the federal government and the Kurdistan Regional Government of their willingness to start dialogue to resolve outstanding problems between them represents a good step that must be accompanied by practical and effective steps to ensure that the rights of the region's legitimate people are met, and this requires continuing contacts to promote national understanding and solutions based on the Constitution And decisions of the Federal Court. 
    He stressed Masoum on "the need to return the lives of citizens in the Kurdistan region to normal state and lift the ban on international flights to and from the airports of Erbil and Sulaymaniyah and end all forms of tension and wait for the Iraqi government to implement its declaration to pay the salaries of employees of the Kurdistan region and ease restrictions on private banks in the region .. Stressing the need not to prejudice the interests of citizens and their daily lives and their future. "
    In a related context, the adviser to the President of the Republic, revealed a joint letter addressed to the Prime Minister Haider Abadi, the head of the government of the Territory, Nechirvan Barzani and the Secretary-General of the United Nations, Antonio Guterres, demanding them move to start dialogues on the crisis of the current referendum. 
    "The Iraqi president recently sent a letter to both the Prime Minister of the Kurdistan Regional Government, the Prime Minister of Iraq and the Secretary-General of the United Nations. The content of the letter is to call for urgent negotiations between Erbil and Baghdad," said Farhad Alaeddin, adviser to the President of the Republic. 
    Aladdin added that "any party has not responded to the letter so far, and we are waiting for their responses in order to start the negotiations It seems that the presidency will sponsor these negotiations, under the supervision of the United Nations."
