Iraqi Justice Minister Farouq Amin Othman said his government regretted the deaths of demonstrators, acknowledging "individual abuses" by members of law enforcement agencies and said they were being investigated.
Osman told international diplomats gathered in what the United Nations calls the Universal Periodic Review that his government "deeply regrets the number of people" killed.
He added: "We reject the excessive use of force as we refuse to resort to live bullets."
He said the Iraqi government "has made great efforts" to investigate all attacks on demonstrators.
Osman said Iraq's constitution guaranteed peaceful assembly and the authorities' goal was to protect protesters.
Other Iraqi officials said there were plans for the release of detained protesters and electoral reform, both of which were part of a UN-urged reform package.

Baghdad and the southern provinces have witnessed a wave of protests since October 1, which resulted in the death of more than 250 demonstrators and the injury of more than 5,000 people, including security men and the arrest of thousands of demonstrators, as well as the burning of the headquarters of political parties.
