Iraq "regrets" casualties among protesters, acknowledges "individual violations"

Iraqi Minister of Justice Farouk Amin Othman expressed his government's regret over the deaths of demonstrators, acknowledging that there were "individual violations" by members of law enforcement agencies, noting that they are being investigated.
Osman told international diplomats gathered in what the United Nations calls the Universal Periodic Review that his government "deeply regrets the number of people" killed.
"We reject the excessive use of force and the use of live bullets."
He said the Iraqi government "has made great efforts" to investigate all attacks on demonstrators.
Osman said Iraq's constitution guaranteed peaceful assembly and the authorities' goal was to protect protesters.
Other Iraqi officials said there were plans for the release of detained protesters and electoral reform, both of which were part of a UN-urged reform package.
Diplomats from several countries, including the United States, have issued scathing criticism over the Iraqi government's handling of demonstrators.
"We recommend that Iraq immediately reduce the use of excessive force with peaceful protesters, particularly the unlawful use of tear gas and live ammunition, and that those responsible for violence be held accountable," said Daniel Kronenfeld, a human rights adviser at the US Mission in Geneva.
The Netherlands called the use of force "illegal, indiscriminate and excessive." Germany expressed deep concern and urged urgent action to prevent further deaths.
The United Nations Assistance Mission for Iraq (UNAMI) published a set of recommendations on Sunday, including the release of all peaceful protesters and an investigation into the killings of protesters.
The permanent representative of the Republic of Iraq to international organizations in Geneva, Ambassador Hussein Mahmoud al-Khatib, said the plan Baghdad had seen to deal with the unrest was already under way and had become "broader" than the UN proposals.
"A protester will not remain in prison unless he is under criminal investigation," he told Reuters.
