    Parliament seeks to legislate a “dual citizenship” law during this session, in order to activate a constitutional provision that refers to the abolition of second citizenship for holders of sovereign or security positions in order to preserve public money.
    In an interview with Al-Sabah, a member of the House of Representatives, Hadi Al-Salami, pointed to “the necessity of legislating the laws that were read in the first and second readings during previous parliamentary sessions, including the (dual nationalities) law,” calling for “Iraqi nationality to be the first and basis in choosing the occupants of positions.” governmental”.
    Al-Salami said: “Parliament is serious in implementing the paragraph of foreign nationals, because during previous periods we saw that it is difficult to apply the law to these people, and the Iraqi constitution put this paragraph because it is related to national sovereignty and security,” stressing the Parliament’s move “to strengthen this matter that concerns holders of citizenship.” foreign, because it concerns the future of Iraq.”
    He added: "We work in general and take proactive and precautionary issues, especially with state security and the issue of combating financial and administrative issues, because some dual nationals were unable to hold them accountable for corruption charges against them, and there will be work in agreement with the rest of the independents and parties as much as possible in this direction."
    He continued, "A month has passed since the swearing in, and the representatives are working according to what is possible, and the committees have not yet been formed, and we have knowledge of all the laws that have been read in the first and second readings, including the (dual nationals) law, and we will seek to approve it."
    In addition, the legal expert Haider Al-Sufi explained in an interview with “Al-Sabah” that “there is no law to scrutinize people who are nominated for positions, because there is a lack of legislation, because the constitutional article is not applied from the start, as the constitutional article is set to be regulated by law and the article stipulates Not to take a government position by holders of foreign nationality, provided that it is regulated by law, and since 2005 Parliament was supposed to organize a special law for that, and since there is no law, permissibility is available.”
    He added, "The application of the clause to abolish the second nationality for high office holders is very late, but the constitutional article stipulates that dual nationals may not hold a high security or sovereign position, and here the law must explain what the security and sovereign position is. Is the security and intelligence officer allowed or not? ? The positions must be explained and the law gives criteria for filling them.”
    He continued: "If there is a person holding a position in the Iraqi government, he must either renounce his nationality or his position, and the nationality law of the country held by the person nominated for a government position must be known; Does it contain a clause to renounce citizenship or not, because the law of some countries does not accept renunciation of citizenship and here a person must give up his position.”
    He explained that “the one who currently holds a position while holding the citizenship of another country is not considered a violation of the law or the constitution,” noting that “the legislative authority (the House of Representatives) is made up of politicians, most of whom are dual nationals, so they did not issue the law during this period so that the constitutional text remains suspended.” To “legislate a (dual nationals) law because there is a draft of this law in Parliament that can be voted on.”
