Efforts to end the displacement file collide with obstacles and challenges

Baghdad / Hussein Hatem
The file of the displaced, which resulted during the battles against the terrorist gangs of ISIS that occupied a number of Iraqi cities in June 2014, is still open without successful solutions despite the passage of more than 7 years.
With the return of a large proportion of the displaced after the end of the military operations in 2017, tens of thousands of them are still in the camps, suffering poor conditions, while a large proportion of the returnees resided in slums inside their cities that lack the most basic services.
According to observers, the steps of successive governments since 2014 have been slow in dealing with this file, as other files topped the priorities of their work, in addition to their inability to return the displaced to some areas for security and political reasons, or even to create living conditions, especially providing job opportunities for the returnees. .
In this regard, the spokesman for the Ministry of Migration and Displacement, Ali Abbas Jahakir, said in an interview with (Al-Mada), that “the file of the displaced is a complex file and a very big crisis,” noting that “the government may have succeeded in part in closing all the camps in all governorates of Iraq.” .
He continued, "The number of the remaining IDP camps is 26 in the Kurdistan region and one in Al-Jada'a camp in Nineveh Governorate," noting that the residents of the last camp "witnessed reluctance and security disturbances in their areas of origin, which led the ministry to wait for their return."
Jahakir added that "107 IDPs, consisting of (27) displaced families, were returned from the Arabtwashti camps of the Sulaymaniyah governorate to their areas of origin in the governorates of Nineveh, Salah al-Din and Anbar," noting that "this return came within the emergency plan organized by the ministry to return the displaced voluntarily." He pointed out that "the return included most of the families to Salah al-Din Governorate and three other families to Nineveh Governorate, as well as the return of the last Anbari family from the Sulaymaniyah camps to their original area."
He pointed out that "the return of the displaced families came after completing the security check for them in coordination with the security forces and local governments, and they were delivered to their original areas of residence with all their belongings."
Jahakir affirmed that the displaced families will continue to return voluntarily, in preparation for closing the displacement file.
In turn, a member of the Commission for Human Rights, Fadel Al-Gharawi, said in an interview with (Al-Mada), that "the displaced suffered many complications in the camps, enduring cold and hot weather, epidemic waves and other conditions without quick solutions."
Al-Gharawi pointed out, "The government has not completed the file of compensation for the displaced so far, despite the passage of more than 7 years since their displacement."
He expressed his astonishment at “the reluctance and reluctance in the procedures by the government, ministries and relevant institutions, without any move, whether by providing them with safe havens or fuel and blankets to reduce their suffering until the danger is over, and planning for more realistic solutions, whether by returning them to their areas or by providing them with more powerful havens and protection for them.” From the cold of winter and the heat of summer.”
Baghdad closed 172 displacement camps between 2017-2021 as part of a plan to close all 174 camps during 2021, with the start of closing displacement camps in the Kurdistan region, in the coming period.
