    [size=45]The Finance Committee of the House of Representatives agreed to make a comprehensive amendment to the draft law on emergency support, food security and development submitted by the government, pointing out that the most prominent of these changes made it effective during the current year only and lifted paragraphs that authorize obtaining new loans and made its financial source limited to the abundance resulting from the proceeds of prices Oil, stressing that the first beneficiary of the law will be the children of the poor classes who depend on the ration card and social welfare salaries.[/size]
    [size=45]A statement by the committee, received by Al-Mada, stated that "the Parliamentary Finance Committee hosted Minister of Finance Ali Abdul Amir Allawi, Minister of Commerce Alaa Al-Jubouri and Minister of State for Parliament Affairs Hiam Nemat to discuss the merits of the Emergency Support Law, Food Security and Development, and the necessary amendments to it."[/size]
    [size=45]The statement added, "The committee discussed the articles of the draft law to take their legal observations, the reasons that led to sending it to Parliament, how to distribute the necessary allocations for projects, and emphasizing the deletion of the article related to borrowing in light of the financial abundance." The statement indicated that "the members of the committee demanded to send the files related to the ration card items and food security entitlements in official letters to the Finance Committee in the Council."[/size]

    [size=45]For his part, committee member Mishaan al-Jubouri said in a statement to (Al-Mada), that "the draft food security law will be passed in Parliament, but not in the form received from the government."[/size]
    [size=45]Al-Jubouri added, "The deputies submitted interventions that will be taken into consideration, in addition to what the members of the Finance Committee agreed to address errors and breaches, and what we believe does not achieve the purpose for which it was presented." He pointed out, "The materials will be trimmed, the harmful paragraphs will be removed and we will make it accessible to the poor, whether those who depend on the ration card or those who depend on social welfare salaries."[/size]
    [size=45]Al-Jubouri spoke of “a tendency to provide all facilities for the development of the agricultural sector in a way that delivers rights to real farmers and not to intermediaries or people who sell seeds or fertilizer.”[/size]
    [size=45]He stated, "The committee, after hosting all the concerned ministers, will prepare a different law that guarantees the rights of the poor, helps and lays the foundation for development," noting that "the law's enforcement, according to what we received from the government, is absolute and not specific to a specific time, but the committee amended that paragraph and made it enforceable." For the current year only, with the possibility of putting the funds allocated to it in the budget law when it is legislated.”[/size]
    [size=45]Al-Jubouri went on to say, “Parliament has taken a final decision not to include in the law articles that give the government the right to borrow, and the surplus funds from oil revenues will be relied upon, and we will follow up on the issue of the ration card and allocate sufficient funds for it.” In addition, the representative of the State of Law coalition, Muhammad Al-Ziyadi, said in a statement to (Al-Mada), that "the law contains many problems that were presented to executive officials and were discussed in the previous parliament session." Al-Ziyadi added, "The project controls large segments of Iraqi society, and we expect it to support the Iraqi poor and the food basket that suffers from a clear shortage." He pointed out, "Parliament has no dispute over passing laws supporting the poor classes, especially those covered by social welfare, who receive a salary that does not exceed 176,000 dinars per month."[/size]
    [size=45]Al-Zayadi concluded, "The government submitted the draft law at the request of the deputies, in order to help the poor classes, and therefore there is no disagreement in terms of principle, but with the need to make the appropriate amendments." Independent MP Hussein Al-Sabri said, "The law is, in principle, important because its purpose is noble and its goal is related to food aspects and alleviating the severity of the economic crisis."[/size]
    [size=45]Al-Sabri explained, "The first defect involved in the law is a formality related to the legitimacy of its presentation by the caretaker government for daily tasks," stressing that "the internal system prevents the caretaker government from submitting draft laws to the House of Representatives." He finds, "It is more appropriate for the government that submitted the project and considers that it is not contrary to the constitution, to present the draft budget law for the current year and work to legislate it as soon as possible." Al-Sabri went on to say, “Most of the deputies support the passage of the law, but with making the appropriate amendments in a way that guarantees the rights of simple citizens, and not burdening Iraq with more burdens after lifting the paragraphs that include authorizing the government to obtain new unjustified loans.”[/size]
