    Talks highlight the necessity of converting the ration quota into money to be distributed to the citizens, under what can be called a “living allowance.” The citizen is free to buy the foodstuffs he needs from the market, instead of the state and the Ministry of Commerce guaranteeing the conclusion of contracts to import and purchase foodstuffs for citizens.
    Perhaps the most prominent thing that requires transfer to this matter is the money and losses incurred by the Ministry of Trade as a result of importing, transporting and distributing the ration quota, at a time when this matter can be shortened by distributing money instead of foodstuffs, as the amount of waste in the money allocated to the ration quota is approximately 43% .
    The economic expert, Nabil Al-Marsoumi, says about the importance of “monetizing” the ration card, that “the establishment of the ration card system came as a tool to confront the exceptional circumstances that resulted from the comprehensive embargo on Iraq in 1990, and soon it turned into the largest distribution system in the world through which an entire people obtain their needs. The basic tool that, when implementing the system, was the tool that prevented a major famine in the country.”
    He added, "Although the ration card system represents an effective safety net, it is inefficient and expensive, as delivering one dollar of foodstuffs to one poor individual costs about 6.30 dollars, which is a high cost according to international standards."
     
    According to the information provided by Al-Marsoumi, which he obtained from sources, according to him, “the price of the monthly food basket for the Iraqi individual (except for flour) = 8.90 dollars, and thus the cost of the food basket per month for 40 million Iraqis = 356 million dollars, and the cost of the food basket annually (12). meal) = 4.272 billion dollars.”
     
    He explains that “the value of the monthly differences between the prices of the contracted commodities and their prices in the local market = 151.8 million dollars, which means that the prices of commodities in the local market are lower than the prices contracted by the Ministry of Commerce, so the value of the annual differences for 12 meals = 1.822 billion dollars, which represents the value of The annual waste in the resources allocated to the ration card, meaning that 43% of the financial resources allocated to the ration card did not reach the people.
    And he continues, "The most important question, in light of the great corruption and bureaucracy that Iraq is witnessing, and in light of the inability of the Ministry of Trade to manage this largest ration program in the world, is it not possible to achieve the optimal distribution of goods by giving individuals an income that enables them to buy the goods they prefer according to market prices as determined by them? Forces of supply and demand, with the possibility of the Ministry of Commerce maintaining sufficient stocks of strategic goods and using them in balancing supply and demand when prices tend to rise, or in providing its agents with goods sold at a certain percentage below local market prices, according to a monthly price announced by the Ministry of Commerce?
     
    In this context, a member of the Integrity Commission, Representative Hadi Al-Salami, submitted a request to the Parliament Presidency to interrogate the Minister of Trade, due to the existence of suspicions of corruption in the food basket file, according to Al-Salami’s book, which “Yes Iraq” reviewed.
