    Prime Minister Muhammad al-Sudani’s candidacy for the leader of Asa’ib Ahl al-Haq, Muhannad Shaker, for the provincial elections, without referring to al-Maliki, angered the latter, who considered the move a rebellion at a time when he sought to restrict the coordination framework’s nominations to his hand, which sparked a new dispute between the two parties, according to political sources for The Arabs.     And the newspaper stated in a report followed by “NAS” (January 31, 2023) that the discussion of the dispute is not the first of its kind, as sources revealed on the twenty-eighth of December 2022 that differences occurred between leaders in the coordination framework and the Iraqi prime minister, due to the latter taking some decisions. Without referring to the leadership body in the framework, which aroused anger and rejection of the leaders of the framework, led by al-Maliki.  
      
    The following are excerpts from the London newspaper's report:  
      
    An informed political source said that Al-Sudani presented to the coordination framework Muhannad Shaker, the official of the League of the Righteous Organizations for the Karkh side in Baghdad, as his candidate in the upcoming provincial elections.  
      
    The source added that al-Maliki, who considers himself the leader of the coordination framework on the one hand, and the sponsor of Asa'ib Ahl al-Haq on the other hand, considered this step a rebellion by withdrawing the Asa'ib candidates to the Sudanese camp, as al-Maliki wants the nomination of the coordination framework candidates to be exclusively in his hand.  
      
    He said that Al-Sudani rejects this acquisition by Al-Maliki, and some leaders of the framework share this. Regarding the position of the leader of the League, Qais al-Khazali, on this dispute, the source said that Khazali is neutral, but he sent signals about his joining with al-Sudani to form an electoral list that includes other currents in the framework.  
      
    The leaders and forces of the coordinating framework inclusive of the Shiite forces, with the exception of the Sadrist movement, were not completely in agreement with Al-Sudani assuming the premiership. Which includes the coordination framework and the Sunni and Kurdish forces, Al-Sudani became the only candidate to form the new government.  
      
    Al-Sudani was named to head the Iraqi government after a political stalemate that exceeded a full year, and deep differences between the main political poles. On the thirteenth of October, Iraqi President Abdul Latif Rashid assigned him to form the government immediately after his election, and he won the vote of the Iraqi parliament on the twenty-seventh of the same month.  
      
    The political agreement stipulated that the local elections for the provincial councils be held next October. This agreement came after Parliament voted at the end of 2019 to dissolve these councils during the popular protests that demanded this, accusing these councils of corruption.  
      
    The role of the provincial councils is to choose the governor and his two deputies and to prepare the budget for the province in light of the financial appropriations allocated to them by the central government. These councils have the right to dismiss governors and heads of departments. These councils are chosen based on the size of the demographics of each province.  
      
    Political circles say that the provincial council elections are no less important than the legislative elections, because these councils embody a key link in the implementation of government decisions, and have a great influence on the political forces in any parliamentary election.  
      
    The same circles believe that the Sadrist movement led by the Shiite cleric Muqtada al-Sadr will not give up participating in those elections, especially since its opponents, especially the State of Law Coalition, are working to strike its influence in decision-making centers within the executive authority, and thus abandoning the local entitlement will mean the end of any political influence. for him.  
      
    A leader in the Sadrist movement revealed discussions taking place in its ranks regarding participation in the provincial elections, pointing out that the eyes of the leaders of the movement are focused on obtaining the largest number of governors in ten provinces described as having a Shiite majority.  
      
    The ruling coordination framework, which includes pro-Iranian forces, is witnessing disagreements between its leaders regarding the distribution of a number of positions, especially those related to the security and intelligence services. These differences are mainly related to the State of Law coalition led by al-Maliki and the League of the Righteous Brigades led by Khazali.  
      
    Observers rule out that the differences within the coordination framework get out of control, for several reasons, the most important of which is the sense of these forces that there is an urgent need to preserve this alliance, in light of the challenges they face at home, especially with their opponent, the Sadrist movement expressing the intention to return to the political scene again, as well as the external situation associated with it. under American pressure.  
      
    Observers point out that one of the other main reasons is Iran's position, which allows a margin of movement within the Iraqi alliance loyal to it, within specific controls that prevent any rift or division, especially in the current circumstance and the intense conflict with the United States in Iraq.  
      
    Governmental and parliamentary assurances continue to hold provincial elections on time without delay, while disagreements have emerged between political forces over the law, which some parties are trying to change or amend at the very least.
