Parliamentary Health: 70% of the drugs on the market are not subject to control and are smuggled
Baghdad / Firas Adan
The Parliamentary Health and Environment Committee reported that 70% of the medicines in the market are unregistered and smuggled, indicating that the government has contracted with factories to produce treatments for an amount of 70 billion dinars during the past three months, calling for the creation of new laboratories for testing and not being limited to what currently exists.
"Assessments and reports confirm that 70% of the drugs in the market are not officially registered, which means that they are smuggled," said Majid Shankali, head of the committee, MP.
Shankali continued, "Only 30% of the medicines are officially registered," noting that "the reason behind the smuggling is to evade taxes, customs and other financial dues."
He pointed out, "When medicines are smuggled, no one knows their suitability for human consumption and the materials they contain."
Shankali called, "The Ministry of Health and its institutions to play an effective role," explaining that "health institutions, according to our knowledge, have stolen medicines and sold them to private pharmacies."
He stressed, "The world deals with three types of security, the first is to protect people, the second is food security, and the third is drug security."
And Shinkali continues, "Iraq manufactures 15% of Iraq's need for medicines, while the rest is imported from abroad."
He explained, "If the country is exposed to economic sanctions or a blockade, this will put the people at risk of contracting many diseases due to the lack of medicines."
Shankali stressed, "The current government is required to play its role in providing drug security by encouraging the Iraqi pharmaceutical industry."
And he talked about «efforts made by the Ministry of Health in this aspect, which contracted with Iraqi factories for more than 70 billion dinars during the past three months, which is a good sign».
Shankali expresses his hope that "we will reach a stage in which Iraqi factories can provide no less than 50% of medicines."
He believes, "This step is sufficient to reduce the scale of rampant corruption, and to ensure that medicines are subject to examination, while eliminating all mafias that traded in this sensitive file."
Shankali went on to say that "all mafias, whether they operate in the pharmaceutical sector or other sectors, are linked to influential parties."
He also called for "working to register all medicines entering Iraq as quickly as possible and to provide more drug control laboratories than are available at the present time."
Shankali stated, "Iraq has a central departmental laboratory in Baghdad and a small one in Basra, and a third did not enter into operation in Najaf, with the need for there to be laboratories in Nineveh and other provinces to facilitate the examination of medicines."
And he warns, of “the possibility that most of these medicines contain substances that have nothing to do with what is written on their cover, and this poses a threat to human life.”
Shankali pointed out, "The Parliamentary Committee is optimistic about the work of the current Minister of Health, Saleh Al-Hasnawi, in saving the health situation."
He added, "The health insurance law, which is currently being implemented, will address part of the problem, because the enforcement of the insurance system is only on officially registered medicines."
And Shankali went on, "The duty also requires the ministry to organize campaigns to inspect all stocks of medicines and pharmacies and to destroy everything that is not registered or has not been examined."
For his part, the official spokesman for the ministry, Saif Al-Badr, stated that "the pharmaceutical industry did not stop, but rather it delayed for various reasons related to the circumstances that the country went through."
Al-Badr added, "A large part of the factories were destroyed, especially during the era of battles against the terrorist organization ISIS."
He pointed out, "The government's priorities are related to supporting the national industry, whether in government factories represented by the Samarra Pharmaceutical Factory or those of the private sector."
Al-Badr stressed that "support exists, but it should be compatible and conform to the standards approved by the Ministry of Health and the government in approving medicines and medical products."
And he continues, “160 contracts, referrals, and various therapeutic materials have been approved for the private and public sectors, with amounts exceeding 70 billion dinars.”
And Al-Badr stated, "There are those who criticize the local medicinal product without any scientific support and objective evidence," calling for "the need for there to be a general tendency to encourage the local product and for it to conform to the specifications approved by the Ministry of Health."
And he stressed, "Any product, whether imported or manufactured internally, cannot be used unless it proves its scientific success in the laboratories approved by the Ministry of Health."
And Al-Badr concluded, that “the ministry previously announced, two days ago, the seizure of a pharmacy in a suburb of Baghdad that sells medicines imported from the Ministry of Health, meaning that it was discharged from the hospital illegally, and this is considered a case of corruption. .
Prime Minister Muhammad Shayaa Al-Suwadani confirmed earlier that “the government has placed the health file in the priorities of the ministerial curriculum, especially with regard to the pharmaceutical aspect that needs more reorganization in the field of random importation of medicines, to achieve integrated drug security.”
Al-Sudani continued, "The pharmaceutical industry, which is one of the engines of the economy, contributes to providing job opportunities, and the need to localize and develop it in light of the government's serious approach to economic reform."
He stressed, "The pharmaceutical market in Iraq spends about three billion dollars annually to import medicines, and most of them are not subject to examination, while Iraq produces only 10% of them."
Al-Sudani explained, "The ability of the private sector to contribute to the pharmaceutical industry, with the participation of international companies."
He pointed out, "The Samarra Pharmaceutical Factory is a brilliant name in the pharmaceutical industry," indicating "the ability of the private sector to produce more than 250 additional types of medicine in cooperation with international companies within a period ranging from six months to a year."
Al-Swadani added, "The government will provide facilities for the import of raw materials, with a time limit for developing factories and raising their production capacities according to approved specifications."
