Iraq's foreign moves in recent months towards partnership diplomacy and economic cooperation emanating from the importance of its current and future needs and its pivotal role have indicated the importance of Prime Minister Muhammad Shia'a Al-Sudani's proposal for the strategic project "The Road to Development", as well as the need of the Middle East and North Africa region for a major revitalization of inter-economic, investment, trade and tourism relations.
A member of the Baghdad Economic Forum, Amer Al-Jawahiri, confirmed that “the development path that was put forward by the Prime Minister with the Turkish President, is one of the most important projects that benefit Iraq and the world, and which represents the product of Iraq’s external movement during the recent period.”
He added, “Among Iraq’s priorities is being the center of this vast region, the land link between Asia and Africa, and the ambitious approach to linking between East and West to link with the “Belt and Road” program through the strategic project, the road to development.” Pointing out that “this long-term project needs to develop and approve the details of its vision.” And executive plans and procedures because it is a project characterized by sectoral and geographical comprehensiveness and cross-governments with wide packages of services and community education operations and search for financing outlets that include attracting direct investments. Here, the financing vision can be divided among the allied countries and to form joint projects within the new economic bloc in the region.
The Iraqi regional and international movement began since the first Baghdad conference in Baghdad 8/28/2021 and the five-year summit in El Alamein 8/22/2022, which preceded the Arab summit conference 1 and 11/2/2022, then the Arab-Chinese summit 12/9/2022, to bring the second Baghdad conference In the Dead Sea / Jordan 12/20/2022, many bilateral, regional and international summit meetings for Iraq, including with the Gulf Cooperation Council, followed by the Iraqi-Turkish summit on 3/21/2023, and soon the third edition of the Baghdad conference will be held, not the last of which is the planned Arab summit in May 2023 .
Al-Jawahiri pointed out that “China can be adopted, for example, with which we have the largest volume of trade exchange, as one of the main international partners in the ambitious plans for Iraq based on the Iraqi-Chinese agreement, whose first steps began in December 2015, and then the signing of the Iraqi-Chinese agreement.” Oil for reconstruction in September 2019, and China has a strong tendency to expand its investments in the region as part of its vision of the Belt and Road projects.

It is noteworthy that the Chinese president indicated that “Iraq’s geographical location enables it to play an important role in sustainable development projects and to be a bridge and a meeting point between the countries of the region and the world, and about his country’s aspiration for more bilateral cooperation at various levels.”
On facing the challenges of development, Al-Jawahiry said: The reality requires the formation of a small, full-time, high-level commission with powers for the subject of international relations and the distribution of all projects within the development path project and projects for the development and diversification of the Iraqi economy with all international partners, including China. And to form an executive body with exceptional powers for each project, in addition to approving and initiating large and priority productive projects and infrastructure in coordination and agreement with all countries that are attractive to invest in Iraq, as well as identifying and agreeing on intra-projects to be implemented in Iraq.
He pointed out that “financing mechanisms can take place in strategic partnership with companies of allied countries for projects that are planned in terms of technical, financing, executive, operational, management and marketing later by the partners, while trying to find mechanisms for the participation of the Iraqi private sector, cooperation and effective partnerships in the tourism, culture and arts sectors to form a trend.” It is important to attract tourism to the interior with what it requires of the condition of providing its requirements.”
