    The Ministry of Labor and Social Affairs completed 106 meals for the names of the beneficiaries of identification identities for people with disabilities and special needs in Baghdad, while it called for activating the paragraph of allocating 5 percent of appointments for people with disabilities.
    The head of the Commission for the Care of Persons with Disabilities and Special Needs, Dhikra Abd al-Rahim, told the official newspaper, "The Commission has completed batch 106 to issue identification cards for people with disabilities and special needs in Baghdad," noting that "issuing identification identities for people with disabilities and special needs has privileges for them in accordance with the articles approved by Law No. 38 of 2013, ensuring the obtainment of their rights and simplifying administrative procedures during their visits to government ministries and all state departments.
    Abdul Rahim added, "After completing the issuance of identities in Baghdad, the first batch of identifiers was launched in Basra Governorate for persons with disabilities who had previously submitted their requests through the Authority's electronic link," noting that "the rest of the provinces will start issuing identifiers for them accordingly." After the completion of its issuance operations in Basra Governorate.
    She pointed to "the need to communicate and coordinate with international civil society organizations, and relevant authorities such as the Ministries of Education, Health and Higher Education, as well as UNICEF to contribute to the implementation of Law No. 38 of 2013, which guarantees the rights of persons with disabilities as a joint responsibility between government institutions," pointing out that "Addressing ministries and government institutions for the purpose of activating the clause of allocating 5 percent of appointments to people with disabilities, especially holders of higher degrees, since most of those entities do not work with this clause and have suspended it for unknown reasons."
    And the head of the authority indicated that "the job grades will be through the Federal Service Council, which is primarily responsible for them," calling for "fairness for the category of people with disabilities, with an emphasis on facilitating the procedures for their appointment requests and working to achieve their natural integration into society without any form of discrimination."
