On the twenty-seventh of last May, Prime Minister Muhammad Shayaa al-Sudani announced, during an economic conference that includes a group of countries in the region, the launch of the "largest" project in Iraq, thus marking the birth of the "development method" project, which it is hoped will move Iraq economically to advanced stages. Unprecedented in the world, according to the description of foreign media.
The new project, which is expected to cost $20 billion upon completion, will link the port of Faw in Basra Governorate with land and railway transport routes in Turkey, thus turning Iraq into an "economic transportation point for goods and commodities between Europe and the East," whose strategic importance exceeds that provided by the Suez Canal in Egypt, so that Iraq will have The countries of the region participating in the project will receive expected and continuous "billions" of revenue through goods and transported goods, in addition to providing a "quick" land transport route that shortens the distance for companies and countries in their trade with each other around the world.
Despite the great optimism expressed by the foreign media about the project and the constant emphasis issued by Al-Sudani, according to the last meeting he held with the committee responsible for its implementation on the nineteenth of this month, to implement it as quickly as possible due to its great economic importance in conjunction with the growing concern over Iraq’s continued dependence on oil. As its main resource, however, other facts began to emerge through foreign reports and analyses, talking about the "possibility" of implementing the project and implementing it on the ground, given the challenges facing the Iraqi authorities.
The problems and challenges that vary between the security difficulties in securing it in the event of its implementation and even providing the necessary capital for that, in addition to the interventions of the countries of the region and the absence of any actual agreement so far that governs the work of the project and prevents "conflict of interests" and the impact of rampant corruption in the Iraqi state on its reality, which now represent a source of doubt. It is "actual" that the project be more than a "waking dream" emanating from the Iraqi authorities, and nothing more.

There is no funding yet.. The project is still "ink on paper"
The first challenge facing the Iraqi authorities in their endeavors to implement the Development Road Project is to provide sufficient capital for its establishment. And the statements of economic analysts familiar with the situation in Iraq confirm that the real value of the project will exceed the barrier of twenty billion dollars, and not as the Iraqi authorities announced that it is only seventeen billion.
According to the information revealed by the network, the Iraqi government has not yet been able to provide the necessary funds to implement the project, confirming, quoting analysis centers and specialists, "it is still clear until now whether the Iraqi government intends to finance the project from its budget or rely on foreign investment to provide capital." The main money for the project,” continued, “According to the study of the Iraqi budget and economic conditions, the government in Baghdad will not be able to provide the full amount required to implement the project, which announced its intention to complete it within three years only.”
Despite the great importance of the project and the "enormous" economic benefit that it may bring to the countries of the region, especially Turkey and Iran, these countries, according to the network, may not take actual steps to finance the local project due to many reasons that they see as challenges that prevent its implementation and are related to the current reality of Iraq. The security and economic level, the most important of which is "the proliferation of armed groups and rampant corruption within the Iraqi authority."
Lack of confidence in the ability of the Iraqi government to implement the project or secure work on it in the event of providing capital. The network said that it is the biggest obstacle now in front of persuading foreign investors to spend money on the project, despite the lack of clarity of the Iraqi government in revealing the source through which it is expected to be funded. project, but the idea of "foreign investment" is still far from reality, according to its description.
Foreign specialists and analysis centers confirmed to the network that the project is still an "ambitious plan" today, stressing that there are no actual moves issued by the Iraqi authorities to secure the necessary funds for its implementation or to communicate with countries in the region to facilitate its work through official agreements governing the transport of goods and commodities through the "massive" project. Which will provide fast transportation routes, in addition to railway lines extending through the Iraqi governorates to Turkey, with a length of 1,200 km.

Corruption and the absence of agreements...the project is "unimplementable"
The spread of corruption within the Iraqi authority, which placed it in the 157th position out of 180 countries in the International Corruption Index, has also become one of the most important obstacles to the implementation of the project, as the network clarified that the reluctance of investors and countries to finance the project is not the only major reason impeding its implementation, but rather the concern that This money goes without real progress as a result of the spread of the aforementioned corruption.
For their part, the Iraqi authorities, despite Al-Sudani's "emphasis" on the importance of implementing it urgently, have not yet announced that an agreement has been reached with a foreign company or companies to implement it. The most likely to accept work in the Iraqi conditions "charged with corruption", will not be able to complete the project on its own due to the presence of other obstacles in addition to the above, the biggest of which are "security" risks and "foreign interference".
Baghdad and until now, according to the center, no agreements or official talks have been concluded with any countries in the region in order to secure the project’s work except with Turkey only, stressing that the project’s entry into force without the existence of formal agreements governing its work with the countries of the region that own their own ports will lead to “conflict.” Interests" leads to a political and diplomatic conflict and additional difficulties that the Iraqi authorities will not be able to overcome, and they will greatly affect the implementation of the project, according to his description.
The Center also confirmed that the previous obstacles, especially financial and corruption-related in addition to political and diplomatic ones, make the implementation of the announced project "unfeasible" unless it is addressed quickly prior to any actual move by the authorities towards its implementation, which the New Arab network confirmed did not even happen. today.

The American Engineer and Resilience Company.. The project is not "flexible" enough

The absence of confirmation so far about funding sources or foreign companies that might agree to implement the project, showed a wave of negative expectations from foreign analysis centers, according to the network, as Irfan Saeed, a researcher at the Washington DC Institute, confirmed, “Western companies have great sensitivity in Dealing with conditions tainted by corruption or security risks," which leaves the Iraqi authorities with only the option of Chinese companies, according to his description.
In addition to these companies, the center also confirmed that the establishment of the Al-Muhandis Company affiliated with the Popular Mobilization Forces inside Iraq, by decision of Al-Sudani in November 2022, added an additional “ring of doubt” to the project issued by Western companies and governments, especially the Americans, stressing that the United States “is not clear about the position so far regarding Whether or not it will support the implementation of the project" due to the possibility that the engineer's company will be involved in its implementation.
The uncertainty of the United States about its position had another reason, according to what was announced by the Turkish Daily Sabah newspaper, where it confirmed that the project "will be positive for Iran," which may lead the United States not to agree to its implementation, in addition to the presence of what it said are "internal Iranian parties that have Influencing the Iraqi decision, it sees the project as an economic threat to Iran and its own plans for the Gulf and the transportation routes associated with it.
The transgression of the challenges facing the project and the absence of any "actual steps" issued by the Iraqi government until the moment, from securing its economic financing to providing the necessary agreements for its work with the countries of the region, made the project "inflexible", according to Ziyad Al-Hashemi, an economist, in an interview.Agency Network France PressStressing, despite the Iraqi government's attempts to portray the project in a positive light confirming its success and thus achieving great economic benefits for the country, including combating unemployment and reducing its dependence on oil, the companies transporting goods and commodities "prefer to transport them directly from Asia to Europe without going through the processes of unloading from ships and shipping Through trains and roads, and then reloading again with different ships from the Turkish side," which he indicated would actually affect the possibility of success of the project, if implemented.

Security risks.. Additional costs keep the project away from realism
The Daily Sabah newspaper Which reflected the "optimism" of the Turkish authorities about the project, which they said would provide "tremendous" benefits to the Turkish economy. She also confirmed the existence of other challenges in addition to what was mentioned by foreign analysis centers, explaining that "the security challenges are still very great in front of the possibility of realizing the project," according to her description. .
She explained, "The proliferation of armed groups and factions, in addition to active organizations in Iraq such as the PKK, weakens the possibility of implementing the project on the ground," stressing, "It is very clear that the Iraqi security forces are not the first in control of the security situation in the country and do not have the ability to secure roads across All of Iraq and repelling the attacks of these groups on the transport lines, which is likely to happen with the aim of blackmailing the Iraqi authorities by these groups to obtain funds.
One of the proposed solutions, according to the information revealed by the Turkish newspaper, is Iraq bringing in "private security companies or forces of foreign countries to secure the implementation of the project and protect roads and railways carrying goods, which will impose on the Iraqi authorities either very large additional costs for the project, or diplomatic efforts." It is very difficult to convince countries to protect the project inside Iraq," according to its description.
In the end, Iraq's entry into the "New Silk Road" project in 2015 with China, through which it aims to create a transportation network for goods and commodities that includes 130 countries, will not be the main financier of the current project, according to the network's description, denying reports of "Chinese intentions" to finance it. While confirming the current obstacles, the most important of which is "the inability of the Iraqi budget to finance the project individually, the reluctance of investors to enter the project as a result of the spread of corruption in addition to security risks and the absence of any actual moves by the Iraqi government to address these challenges, which led to the project being so far Just an idea that is not really applicable on the ground," according to what the foreign centers concluded.
