    Baghdad/Al-Masala Al-Hadath: The Iraqi provincial councils are heading to start their first sessions after the official approval by the Electoral Commission of the names of the winners in the recent elections. However, the crisis of forming local governments remains without a clear solution as bilateral talks between political forces continue.
    It is likely that the names of the new governors and the Speaker of Parliament will be decided within one framework, as the Shiite and Sunni forces have been holding meetings for days to discuss mechanisms for consensus on these designations.
    In a related context, information indicates that there is one deal related to the nomination of governors and the Speaker of Parliament.
    It appears that the transactional approach dominates the electoral process rather than democratic entitlements.
    It seems that the coordination framework seeks to choose a person to head Parliament who will be cooperative and avoid causing problems. In this context, the coordination framework got rid of the problem of governors associated with the Sadrist movement in some governorates, especially Maysan and Najaf, after the leader of the Sadrist movement expressed his unwillingness to cooperate with the framework.

    Alliances and bargaining continue, and the fear of losing positions pushes political forces to settle deals, which highlights the challenges facing the democratic process in Iraq.
