    The Finance Committee’s report on the 2024 budget schedules highlighted many paragraphs related to the changes occurring in the 2024 budget schedules compared to the 2023 budget. Perhaps one of the most prominent highlights is the increase in the value of salaries for 5 ministries and agencies, with a total value of 3.3 trillion Iraqi dinars, as well as incomprehensible paragraphs that include Non-oil revenues increased by 58%. 
    According to the report of the Finance Committee, which “Baghdad Today” reviewed, the changes in employee compensation changed in the Popular Mobilization Forces, and the Ministries of Defense, Interior, Health, Education, and Higher Education, and the highest increase in the value of salaries was for the Ministry of Education, which amounted to 700 billion dinars, followed by the Ministry of Higher Education and Defense. And the Interior, with an increase of 600 billion dinars for each ministry, followed by Health and the Mobilization Authority, with an increase of 400 billion dinars for each, most likely due to the recruitment of new grades.
    The other noteworthy paragraph is the increase in estimated non-oil revenues by 58%, as estimated non-oil revenues increased from 17 trillion in 2023 to 27 trillion in 2024.
    The Finance Committee indicates in its report that the government justified covering this increase in three paragraphs. The first is to increase the price of a barrel of crude oil exported to local oil companies. This formula is incomprehensible, but perhaps the Finance Committee intends to increase the price of a barrel of crude oil sold to refinery companies, and therefore it is... This will raise the price of fuel sold to the product distribution company, and it is not known whether the refinery and distribution companies will share the loss, or whether the distribution company will in turn raise fuel prices for citizens.
    The other way to raise non-oil revenues is to take the collection money from the Ministry of Electricity directly to the state treasury, that is, transferring it to centrally funded companies.
    As for the third chapter, it is an increase in revenues resulting from the sale of other petroleum derivatives, which is an incomprehensible sentence, and whether it means the expected revenues from increasing the price of improved and super gasoline, or whether the price of regular gasoline and other types of fuel will be raised. 
    It also became clear from the Finance Committee’s report on the budget schedules, which “Baghdad Today” reviewed, that the news that was released regarding raising governorate allocations by 2 trillion dinars turned out to be “just a recommendation” from the Finance Committee to the government, which means that nothing was affected or changed. Something in the budget, and this recommendation remains non-binding and it is up to the government to adopt it or not.
