    The
    United States Mission to the said Iraq started receiving applications
    for the cultural exchange programme sponsored by the United States,
    involved in the development of leadership skills and public service and
    teaching English.

    According to a statement by the US Embassy
    received all Iraq [in] "these programmes provide an opportunity for
    Iraqi professionals and young English teachers to travel to the United
    States for up to one year with a view to improving their professional
    skills and abilities in teaching and raising their competence in
    English, as well as to expand their knowledge of American culture and
    customs, these programmes have been developed with the aim of
    strengthening mutual understanding between the United States and Iraq in
    support of the strategic framework agreement signed between the two
    countries."

    The fellowship program [Hubert Humphrey] is one of
    the Fulbright program, which allows travel professionals young and
    middle-aged outstanding career and leadership skills to the United
    States and spend one year studying at the postgraduate level without a
    university degree, as well as the development of leadership skills and
    strengthen functional capabilities.

    "The program aims to make
    future leaders and policy makers in Iraq on the degree of understanding
    and knowledge of American society and culture, as well as acquiring
    professional experience that builds lasting and fruitful relations
    between the Iraqis and their American counterparts in the United States,
    and career average age professionals applying for admission to this
    program provided they obtained a minimum of a Bachelor's degree and who
    have served at least five years in the teaching profession and committed
    to public service in one of the public or private sector.
    The
    statement noted that "the applicant must be of application in this
    programme between 21 and 29 years old, an English teacher at the moment
    and have a Bachelor's degree at the time of application.

    "Require
    all applicants to these programs speaking English fluently, and never
    travel to the United States and Iraqi citizens living in Iraq and cannot
    program participants take their families with them and not to apply any
    costs to the Department in charge of financing all the costs of travel
    for participants and tutorial, health insurance, housing and modest
    living expenses."
