    Prime Minister Haider al - Abadi said thetransfer of powers to local governments theprocess as "not easy", confirming the presence of " a difference in visions , " calling on the provincial councils to exercise its role effectively.

" 
    he said the Prime Minister that" our destiny is shared and the threat of security, economic and financial - one challenge and we were able to walk in the country in spite of these challenges , and liberated the land and we passed many crises. " 
    he pointed Abadi , that" money management the right ways is very important and this was evident in thefinancial crisis of the country where that despite the crisis , the government could proceed with the provision of services . " . 
    the prime minister " has been providing electricity to the province of Basra , 24 hours a day because theprovince of Basra and all our provinces and our citizens are entitled to provide the best services to them , " stressing that "there is a measure would be the provinces that offer the best services to its citizens through adifferentiation between them." 
    in a related development, it was announced Salahuddin Governor Ahmed Abdullah al - Jubouri that the central government has Salahuddin province to the transfer of powers plan under amendments to the provincial councils , 21 of 2008 Act, after the exemption under an earlier decision.

    Jubouri said he "rejected earlier this resolution at the time was considered Salahuddin of the areas in which they live and the security situation well after the liberation of 90% of the cities of Daash terrorist gangs." 
    he continued that " the meeting was held, on Wednesday, in the city of Najaf in connection with the transfer of powers to the provinces, has Salahuddin got a unanimous decision and granted the powers attached toministries and provinces up with stable security, which contributes directly and in improving the economic and service, educational and reality. "
