    Why has lagged behind the quality of theNational Higher Education in Iraq? 
    characterized by civil education in the world bybeating the formal education therefore demand to be him so much in spite of the high costs. Students looking for the best education because it gives better opportunities for jobs best jobs. Special education provides abetter trained and better qualified before Tdrisien In more suitable for teaching and learning and skills development and academic environment clearly demonstrates it in academic achievement and success rates, dropout, failure and so on . Our colleges and universities civil represent the weakest link in higher education, contrary to what it is known in the world. US private universities are characterized thus: classes with small numbers of students, and build a stronger student 's personality, high level of personal relations between teachers and students, and the activities of a variety of development capabilities of professional and social student, and the prospect of higher to get graduate the best work. 
    Strangely enough, what is happening in Iraq is the reverse of what to expect at the global level, as characterized by the National Higher Education with some variation and exceptions following characteristics: 
    1. his Reception losers students in obtaining scholarships seats in the public universities. 
    2. not having a body of teaching stable, ambitious and ready to compete enough. 
    3. weakness in the fields of scientific research, innovation and development.   
    4. motives rapid financial gain or altruistic charity or political gain. 
    5. low educational level with an amazing degree and not to enable students to basic skills.

    lie the main problem for private education in my opinion , in the enjoyment of this type of education is unique Kalnfieh, profitability and seize the opportunities , especially in a society where the roles of the university shrunk in building the human and passes the necessary moral and widespread it disintegrate national unity system concepts of political sectarianism and ethnic features, and expanding the size of the financial and administrative corruption to the point awesome. It will be difficult to improve the quality of private education in the light of the survival of profit as the driving force essential, and to continue relying on acceptance is rejected by the public universities, and the existence of infrastructure is fragile and equipment is weak andhuman resources are inadequate and unstable, as well as in the overcrowded classrooms, lack of learning outcomes for programs and courses and the lack of free academic environment conducive to teaching and learning so that students graduating and he does not possess only half the knowledge and no life skills. We can only say for sure that these reasons that led to the community for these colleges perceived inferiority look.   

    How can the output of private education out of its crisis? 
    Taking into consideration what overwhelmed by the National Higher Education Act, which was approved by Parliament on July 26, 2016 of the important conditions for the granting of license or canceled, and instructions and appropriate measures to ensure a high quality of education, and because private education is here to stay and expand, but our commitment to support this important sector and to improve its quality, but we see too dangerous to let him grow without the presence of a reformist approach that addresses theproblems and puts strict limits to monitor its performance, that would save him from trouble opportunistic and profit exceeded the risk of deterioration of the value of the certificates and the loss of their importance. For these reasons we put in front of the Ministry of Higher Education, universities and colleges following proposals:
    1. constitute each university or civil Board of Trustees of the Faculty of independent scientists and public figures with experience and attention to higher education, and services and scientific consulting and academics from outside the faculty of the college, his duties overseeing the policy - making General College, and approve the annual plan, the strategic college, and evaluate the overall performance. 
    2. Do not be recognized college unless the faculty included the doctorate of not less accounted for 80% of theentire faculty and full - time and contract of not less than three - year campaign in addition to the ratio of not less than 10% of the faculty graduates of universities in developed countries. As well as it prevents seconded faculty members of public universities.

    9. encourage the establishment-official civil universities funded by a joint management between the state and the private sector. 
    10. encourage the establishment of branches of universities global in Iraq and funded an international. 
    11. Establish an annual ranking of universities and colleges to introduce the scientific and academic levels along the lines of the global rankings of universities take into account the academic standards in addition to the wages of the study and appropriate buildings and facilities. The benefit of this arrangement when choosing new students of the college they wish to study there and increases the degree of competition between the civil universities and between them and the public universities , including the best of higher education.
