The leadership of the Iraqi government with wide participation locally and externally, and through ministries / governorates, various committees and committees (High Committee for Relief and Shelter of Displaced Families, Civil Crisis Management Cell, Reconstruction Fund for Areas Affected by Terrorist Operations, Central Committee for Compensation of Victims of Terrorist Attacks) Complete by local governments, authorities, religious endowments and civil society organizations, and a genuine partnership from the private sector. 4) Precedence of the most vulnerable and vulnerable groups with governmental care in providing social and legal protection measures and psychological support. For planning purposes, the detailed plans resulting from the framework document can be classified into annual, short-term (3 years) or medium-term plans (5 years). 3.3 Proposed interventions for reconstruction and development The General Framework Document for the Reconstruction Plan provides proposed forms of various development interventions based on the gap identified according to the values of the main indicators adopted for 2013, which was counted as a reference year prior to the crisis, and in 2015 to determine the extent of impact or deficit resulting from the crisis.
