The framework document of the National Plan for Reconstruction and Development for the provinces affected by terrorist and military operations
08/10/2017 12:00 am [rtl]Section II: General context Undoubtedly the reconstruction process begins from the first moment of the end of the threat and the effects of the disaster and the resulting dangers. The general framework of the national plan depends on an initial assessment of the impact and will require more detailed work in terms of detailed diagnosis and plans and programs for special procedures in each sector. A detailed damage assessment is carried out by the relevant ministries and local governments under the supervision and follow-up of the reconstruction fund for the affected areas. International organizations such as the World Bank, the United Nations Development Program or various international development agencies can be used as the basis for elaborating a detailed intervention plan for the reconstruction phase. Health and Psychosocial Support Health and well-being is one of the basic human rights guaranteed by the Iraqi Constitution. Iraq has also witnessed the launching of several health strategies after 2003 in all health sectors, which have cast a shadow over many health services. : • Infant mortality rate per 1000 live births • Infant mortality rate per 1000 infants • Under-five mortality rate for 1000 children • The maternal mortality rate per 100000. The liberated areas also witnessed a decline in the level of health services due to the migration of medical and health resources, poor supplies, medical resources, medicines and treatment services, and the low access of immunizations to the quantities required for immunization coverage of mothers and children. • Education and Higher Education Sector The State is obliged by the Constitution to provide educational opportunities for all school-age children, which is mandatory in the primary and free levels in other academic levels. The most important indicators for assessing the damage are: • Gross / net enrollment ratio for primary education • Enrollment rate Total / net in secondary education • Number of students in the stages (kindergartens, elementary, secondary) • Number of members of the educational body in the above stages • Number of people in the above grades. 4-2-2 Rehabilitation and Training Sector 3.2 Losses and Damage / Infrastructure Infrastructure Needs Security and war crises have caused significant damage to infrastructure and government institutions (by over 80% as in Anbar), and This damage was first documented by the reports from the governorates (Baghdad, Nineveh, Anbar, Salah al-Din, Kirkuk, Diyala and Babel) and the relevant sectoral ministries.
