    The Iraqi Foreign Ministry announced on Thursday that the government understands why some countries are not contributing to the reconstruction of Iraq.
    "Iraq appreciates the lack of greed of some countries to help him because of the economic conditions," ministry spokesman Ahmed Mahjoub told Ashqaf News.
    "Iraq is grateful to the countries that have stood against terrorism and the reconstruction of its cities," Mahjoub said, adding that "Iraq's foreign policy towards all countries of the world stems from a balanced foreign policy based on mutual reconciliation and respect for the sovereignty of states."
    Kuwait hosted a three-day donor conference to rebuild Iraq, where Baghdad received about 30 billion dollars in loans, grants and investments.
