Halboussi, pledged on Saturday to work on legislation to "serve the people" and fight terrorism.
This came in the first speech of Halabusi, a former governor of Anbar and a member of the National Axis coalition, which includes the majority of Sunni forces, after his election as speaker of the Iraqi parliament, earlier in the day.
"We need a great deal of action to counter terrorism," Halaboussi said, referring to the Dahesh organization, which has cells across the country after its defeat at the end of last year.
He added: "I will work in cooperation with the deputies to accelerate the legislation of laws that serve the Iraqi people."
Halabousi won 169 votes through a parliamentary vote to elect a president from the total of 298 deputies (out of 329 members of the new parliament).
While his rival, the former defense minister and former leader of the alliance "Bayarq al-Khair" Khalid al-Obeidi, 89 votes.
Al-Obeidi commented on his loss to Halabousi by ordering a padded charge to pay bribes worth $ 30 million to win the post.
"The corrupt family would rejoice at the $ 30 million they bought," he wrote on his Facebook page.
It is customary for the Sunnis to assume the presidency of the parliament, the Kurds the presidency, and the Shiite prime minister, under the custom followed in the country since the overthrow of the regime of Saddam Hussein, in 2003.
The parliament is scheduled to vote later today, also vice-speaker of parliament.
After today's session, deputies will have 30 days to elect a president who will receive two-thirds of the vote.
Upon his election, the president of the country will have 15 days to commission the largest parliamentary bloc to form a new government.
The parliament failed to elect a president during the first session, which took place on September 3, amid chaos that prevailed as a result of widespread disagreement over the "parliamentary bloc the most numerous," which will be charged with forming a new government.
