    On Wednesday, the Economist News received a document containing the amendment of Articles 3, 5, 6 and 7 in the 2018 budget, relating to the provisions of the Second Amendment to the Appointment Instructions on the job class resulting from the movement of owners No. 4 of 2018.
    According to the document signed by former Prime Minister Haidar al-Abadi, the article (III / 2) is amended according to the following: "Applications for appointment to fill the advertised vacancy shall be accepted in accordance with the application form for the associated service within a period not exceeding twenty Days from the publication date of the advertisement in the newspaper (facts) ".
    The amendment of Article III.3 shall also encourage the applicant, if the applicant is proficient in a specific profession such as translation or beating on the printing machine, the competent minister or the head of the non-affiliated body may test for the purposes of appointment.
    The document also included the amendment of Article (V / 2) to be in accordance with the following: "Determination of at least 15% of the newly created grades for the purpose of appointing the holders of higher diplomas."
    With regard to Article VI, its amendment ensures the adoption of certain criteria in determining candidates for appointment to vacant posts. "In 2016, a contractor shall be awarded to the State institutions two degrees for each contractual year and no more than 25 years", as well as a further amendment concerning " Daily and volunteer work degree for each year and no more than (25) degrees. "
    As for graduation rates, Article 6 indicates that the student has an average grade of 25, a very good grade (20), good (15), average (10) and acceptable (5).
    Article 7 is amended according to the following: "The competent minister or the head of the entity not affiliated with the Ministry may conduct a written or practical test. The nomination for appointment shall be among the successful according to the success rate in the test and the winners shall be awarded additional grades not exceeding 10 degrees."
