    Baghdad - People
The Special Representative of the United Nations Secretary-General, Jenin Plasschaert, said, Thursday, that the United Nations does not have a mandate to give credibility to elections in Iraq.

Blashardt explained in an interview with the Fellows' "Bel Three" program; Anas Al-Badri, Hisham Ali, Saif Ali, and his followers, Nas (May 27, 2021), it is "important that there be broad participation in the upcoming elections in Iraq, and the United Nations is working to prevent a recurrence of what happened in 2018."
She added, "The United Nations is not here to give any credibility to any electoral outcome. The world is watching, and we will not work to hold elections on behalf of the Iraqi authorities."
She pointed out that "the elections were one of the demands of the demonstrators and it is important for the government to achieve this, and that the main issue is that these elections be fair, with wide participation."
And she continued, "Any candidate or anyone who moves in the course of these elections should feel safe and not intimidated."
"The United Nations provides technical assistance to the Electoral Commission, and this matter is important and necessary for the October elections," she said, noting that "Sisani's wisdom is important in the country and his opinion was clear in issues of corruption and fair elections."

And Blashardt confirmed, earlier, that some of the discussions that you are carrying out need to remain behind the doors.
Blashart said in an interview with the program "With the Three" presented by colleagues Anas Al-Badri, Hisham Ali, and Saif Ali, affiliated with "Nas" (May 27, 2021), that "the United Nations participates in many activities such as dialogues between Baghdad and Erbil, societal reconciliation and that the United Nations family in Iraq It includes a lot in its departments and provides services such as relief. We understand that many want the mission to provide more, but Iraq is not a poor country. "
She added that "the United Nations provides advice and advice in Iraq. Iraq is a country that has sovereignty and any government is responsible to its citizens," noting that "it is easy for many parties to hide behind the United Nations and to blame it."
And she continued, "Political accountability is very important and any leader who is unable to fulfill his position must resign." "It is easy to demand a resignation, but we have to ask: What does that resignation solve, and what if the next person is unable to make progress in the position."
She emphasized that "the resignation is not an advance in and of itself, but rather what follows should be looked at, and sometimes we hold discussions behind closed doors, and it is better for them to remain so."
She explained, "What we witnessed in the year 2019 of the demonstrations was due to the lack of political and economic solutions, we communicated with the demonstrators, we communicated with the government as well, we monitored the situation and issued many reports and many of our activities were far from the public's eyes."
And Blashardt pointed out that "anyone who wants to express his opinion can do so, which we confirm again and again. There are many politicians with whom we have good cooperation and some politicians express their opinion as if the United Nations is undermining the sovereignty of Iraq."
She pointed out that "the United Nations is a multilateral organization and we work on the basis of that. We believe that it is our duty to act on the basis of facts and move away from ideas of conspiracies. We must differentiate between blaming the United Nations and impunity."
She stressed that "the demonstrations have continued since the year 2019 and the demand for accountability is important and progress should be made in this. We have published multiple reports on demonstrations, the use of violence and impunity, and we continue to monitor the situation and communicate with everyone."
And Blashardt added, "It is the right of the demonstrators to continue to anger because they do not know who are targeting them. It is not wise to compare the two governments, but any government has to achieve a number of things, including the provision of public services and the issue of accountability. All governments must deal with him and any unknown armed party that is based." Targeting citizens or foreigners is something that should be carefully thought about, and if these elements continue to work, they will push the country to the abyss. "
The representative of the United Nations confirmed that "what undermines the stability of the state will not help citizens find opportunities in the future, and the United Nations clarified its opinion on what happened in October 2019 and communicated it to the Security Council and published reports on the matter."
She explained, "We have a specific mandate from the Security Council and we cannot open an investigation, but we monitored the situation, interviewed the victims and others, and we searched and documented, and everyone should be aware of the reports we issued regarding the October demonstrations and beyond."
She also stressed that "we cannot open an investigation and bring people to trial, as we document what happens, and this is different from the investigation and trials are the responsibility of the government and there are many theories, but we have to be realistic about seeing some of the crimes against the demonstrators at the Hague International Court."
She indicated that what was mentioned above "is related to the Iraqi government and that no one should escape from the judiciary," indicating that "during the past two years I have been stressing that corruption is widespread in Iraq, even in salaries and other things, and this matter poisones any progress."
Blashardt called for the implementation of "systematic reform," stressing that "corruption cannot be eliminated overnight, reform cannot take place quickly, and we need patience to find solutions."
She stressed that "change must take place in small steps and in the right direction."
She said, "Yesterday, we discussed with President Barham Salih some steps in the right direction regarding access to the stolen money, and there was an initiative by the European Union and the United Nations to provide funding to fight corruption." any progress".
Plasschaert also emphasized that "what the United Nations is doing is facilitating dialogue and communication with people who claim their rights and make them understand that political leadership is a service to the citizen and not to serve private interests."
And she added, "I met a lot of politicians who want to fight corruption and work for the common good, and I understand that the environment is complicated, but there is an existing system that serves private interests instead of the people's interests."
She added, "It is important that we acknowledge that there are many obstacles, including politicians, and we face parties that have special interests and those interests undermine stability, and this is something that complicates the process of change and makes it difficult."
She pointed out that "any attempts to achieve change will take time and need patience. Things cannot be changed between night and victims, and if there is sufficient political will, everything is possible, as the problem in Iraq lies in the lack of ability to lead the institution .. But with the presence of political will, the matter can be fixed." ".
She stressed, "The United Nations is communicating with all parties, and I know that it is difficult for people to understand what is happening behind closed doors, but we are dealing with the matter and I will not enter into the issues of mobilization and factions because we are talking with everyone, either openly or behind closed doors, and we facilitate dialogue because it is the only way to achieve progress." The weapon will not produce any results. "
And she stressed the need to "make it clear that Iraq is a central and important country in the stability of the region, and it is important that there be a regional dialogue like other regions in the world. The Iraqi government is doing important work in communicating with neighboring countries, and the mission has a mandate related to assistance in the field of regional dialogue, so I visit all countries." But the visit to Tehran shed light on it a lot
And wherever I go, I affirm respect for Iraq and its territorial integrity. "
Blashart went to the Sinjar agreement, stressing that "it is an important agreement, but the progress made is little and related to the implementation of the security points. If this is not implemented, then there will be no progress in the civil administration, and the good thing is that there are delegations that come to Baghdad ... but the solutions that are taking place are temporary, not institutional, and there are no." Mechanisms. "

In the context, the Ministry of Foreign Affairs confirmed, earlier, that sending an international team to monitor the elections came in response to a one-time request from the Iraqi government.
Al-Sahaf said in a statement that "People" received a copy of it (May 27, 2021), that "Iraq is looking forward to providing a strong and clearly announced team of the United Nations," adding that "the efforts of the Ministry of Foreign Affairs and through the permanent representation of Iraq in New York came to enhance confidence in the electoral process and devote to participation Wide in the elections. "
He explained that "the Security Council resolution includes strong elements and affirms full commitment to the sovereignty, independence and territorial integrity of Iraq. The resolution supports the government's efforts to address challenges and stabilize stability, and praises national efforts to implement early elections."
And the Foreign Ministry spokesman pointed out that "relentless efforts have been made, in coordination with Iraq's partners and friends, and through the specialized departments in the ministry, particularly the Iraqi republic's representation in New York."
He continued, "The decision indicates that oversight will be the widest possible geographical coverage, and that the resolution guarantees a strategic campaign for the United Nations to educate Iraqi voters about the importance of participating in the elections," valuing "highly the positions of international partners in support of the Iraqi government's steps in this regard."

And Iraq announced, earlier, that the Security Council agreed to send a UN team to monitor the upcoming elections process.
"The Security Council adopts the Iraqi government's request, in Resolution No. 2576, unanimously, to renew the mandate of the United Nations Assistance Mission for Iraq (UNAMI) until May 27, 2022," Foreign Ministry spokesman Ahmed Al-Sahaf said in a statement. ".
He added that "the resolution includes strong elements, adopted for the first time, to send a UN team to monitor elections in Iraq (electoral monitoring)."

The Cabinet approved contracting procedures for printing ballot papers and forms for early parliamentary elections scheduled to take place next October.
The General Secretariat of the Council of Ministers stated in a statement, "People" received a copy of it, (May 27, 2021), that "the council agreed to grant the German company (Kizka Plus Different) a cash advance of 50% of the total contract amount, except for the instructions for implementing the general budget. Federal fiscal year 2021. "
The statement added that "this is in return for a letter of guarantee of the full value of the advance from one of the approved banks to complete contracting procedures regarding printing ballot papers and Parliament election forms and processing them."

Earlier, the Advisor to the Prime Minister for Elections Affairs, Abdul-Hussein Al-Hindawi, revealed, on Saturday, that three official books had been sent to the UN Security Council on international monitoring of the Iraqi elections, while he confirmed that international election monitoring "will not affect the sovereignty of Iraq."
In a statement to the official agency, followed by Nass (May 22, 2021), Al-Hindawi said, "The Minister of Foreign Affairs has sent books to the UN Security Council three times regarding international monitoring of the elections scheduled for the tenth of next October."
He added that "the Security Council will discuss the issue in the coming days, and it is expected that the response will be very positive," pointing out that "Iraq understands the international necessities and all the conditions required regarding the file."
He stressed that "international observation will not affect the sovereignty of Iraq absolutely," noting that "the matter will be followed up by the Independent High Electoral Commission, not the government, as it is the exclusive authority for the elections."
He explained that "the government will monitor the work of the commission and provide support to it, with an emphasis on professionalism, transparency and integrity."
