The ministry's advisor, Aoun Diab, said in a televised statement: "The need to change the irrigation system in Iraq," calling for "allocating $4 billion annually for the purpose of completely overturning this system."
He stressed, "The water file should take precedence in the hands of the Iraqi state, and the Ministry of Water Resources is not only concerned with it," noting that "the problem is difficult, and there must be a will to change the water file according to current and future challenges."

And about the cloud seeding experience, he said: "There was research from the Ministry of Science and Technology, but we did not witness that activity in the Gulf and neighboring countries such as the UAE, because it needs special planes to sow clouds and add materials, and it remains as a long-term project in Iraq."
He pointed out that "many wells have been dug to treat drinking water in Diyala province," noting "the postponement of the visit of the Minister of Water Resources to Iran due to the presidential elections and the formation of the new government."
Aoun explained, "The problem in Diyala is at Nahir Sirwan, as it is the main feeder for the Darbandikhan Dam. Unfortunately, there is no response to the current ministry and previous ministries from the Iranian side, and we do not know whether Iran will welcome us with a visit regarding water."
He added, "The rates of water resources from Iran at this time last year were 55 cubic meters entering the Darbandikhan Dam and in this period it is zero, and the Karkheh and Karun rivers, the percentage of resources from them is zero percent, and Iran says that they became two Iranian rivers after the Algiers agreement 1975." .
The advisor to the Ministry of Resources added,
