    Today, Friday, the Ministry of Education / General Directorate of Cultural Relations / School Leaves Department announced the rules for applying and accepting postgraduate studies “inside Iraq” for the academic year 2022-2023.
    And the ministry explained in a statement received by Earth News, “The application for postgraduate studies inside Iraq begins electronically from the date of issuance of the uncles and closes at the end of Saturday, corresponding to 3/12 2022, and priorities are checked on paper by the relevant committees until the end of the official working day on Monday 3/14.” / 2022, provided that priorities (candidate files) are sent with no-objection letters for the general directorates of the Ministry’s Diwan and the general directorates of education associated with the ministry no later than Sunday, March 20, 2022, and signed by the Undersecretary for Administrative Affairs, Dr. Falah Al-Qaisi.
    She added, “Priorities are checked by committees formed in your general directorates to consider the applications of applicants according to the terms of reference and numbers approved in the plan, provided that we receive a copy of the administrative orders and a copy of the no-objection for the candidates. Through the committees formed exclusively in each directorate, the differentiation conditions included in the electronic program of the application mechanism are applied, as no affiliate has the right to perform the competitive exam without obtaining a no-objection letter from the directorate, and the instructions also confirm the obligation to adhere to the terms of reference declared in the plan and specify the channel of admission in the form No objection to the candidate. Otherwise, all procedures related to granting no objection shall be canceled, and the specialization must be matched with the job work.
    And she continued, “As for those covered by Resolution (518) for the year 1986 who completed their master’s study with a very good grade without an extension, they are entitled to apply directly to complete a doctoral study from graduates of the academic year 2021-2022, whose university orders were issued on 7/10/2022 onwards and for those who have a master’s degree. On study leave exclusively, provided that the General Directorate of Cultural Relations / Study Leaves Department undertakes the task of granting a no-objection form and issuing ministerial orders for granting study leaves to employees of the general directorates in the Ministry’s office and the general directorates of education in the governorates (Nineveh, Salah al-Din, Anbar, Kirkuk).” .
    The instructions indicated that “employees or candidates for study during employment or assignment that the mechanism of granting them a no-objection by adding one seat for each specialty is in the plan of the General Directorate approved by the Ministry of Higher Education and Planning, on the private alimony channel exclusively and an exception from the required conditions (age, service). Their nomination shall be by way of a letter, a number of objections to studying during employment or assignment, by granting the candidate a regular leave with or without salary and according to his balance of leaves, provided that he does not leave a vacancy in the place of his work and the need for his specialization, provided that the double service is performed after completing the study.
    The Ministry obligated the general directorates transferred all powers “to implement the controls issued by the Directorate of Study Leaves, otherwise these directorates bear the legal consequences in this regard, provided that the general directorates are committed to fulfilling the condition of service twice the duration of study after obtaining the certificate (higher diploma, master’s and doctorate) for applicants for postgraduate studies, and finally they are committed to The directorates general in Baghdad and the governorates to hand over the number of vacant academic seats from the plan, no later than 20/3/2022.”
