Shafaq News/ The representative of the Coordination Framework, Abdul Amir Al-Mayahi, warned on Monday that the emergency food security and development support law will empty the state treasury and the next government will not find cash, in conjunction with the Iraqi parliament holding a session to discuss the law.
Al-Mayahi said during a joint press conference with deputies from the framework held in the parliament building and attended by Shafak News Agency, that "in the parliament session yesterday, Saturday, the first reading of the draft emergency support law for food security and development was sent by the caretaker government on the third of this March, Contrary to the rules of procedure of the Council of Ministers.
He added that "the financial consequences of this law may reach 35 trillion dinars."
He pointed out that "the law includes financial allocations equivalent to budget allocations if we omit salaries and consumer allocations, and it includes sovereign and governing expenditures, debt dues, interest, health and education support, electricity and development costs, and support for farmers. and internal affairs, and exempting the projects covered by the financing from taxes and fees.
Al-Mayahi continued, "The seventh article of the law gives the authority to accept grants and donations to ministries from foreign institutions and the private sector, and we do not know what this has to do with the issue of food security, lagging projects and development."
He pointed out that "Article II of the law determines the validity of the projects benefiting from it at the Ministry of Planning, taking into account the fairness of distribution and the proportion of the population. So what is the justice in this law?"
He explained that "the rest of the financial allocations were distributed on the basis of 10% repayment of the external debt and gas debt and 5% payment of oil production costs and the same emergency allocations, so where is the aspect of food security, which are paragraphs in the general budget."
Al-Mayahi stressed that "there are many other vague articles that mean that the next government will receive a treasury empty of liquidity and financial abundance that will disappear in a few months, and the next government will face financial challenges and implement a program that is not planned."
Al-Mayahi stressed, "If we want to have good faith in the project and consider it an amended version of the budget to go about daily affairs, but quotas and partisan quotas are present on the sides of the law and passing it means that politicians benefit from politics before the people."
He considered that "forming the government and passing the budget is better than this deception and deception, and there are signatures by more than 90% of parliament members on these observations and refuse to pass it in principle and it will be returned because it contains booby-traps and bombed paragraphs inside it, and we will work to return it to the government."
Al-Mayahi was surprised by “exempting projects covered by financing according to this law from taxes and customs fees,” wondering “if they are old and lagging projects, why are they exempted from taxes and fees, and what is the link of this article to food security, lagging projects or development?”
In the context, the Media Department of the House of Representatives announced, in a statement received by Shafaq News Agency, that the House held its fifth session of the first legislative term for the first legislative year, headed by its Speaker, Muhammad al-Halbousi, and in the presence of 258 deputies.
