    Earth News/ The Federal Integrity Commission announced today, Monday, the response of the General Secretariat of the Council of Ministers to the proposals put forward by it regarding the transparency of the announcement of government auctions and tenders.
    In a statement received by "Earth News", the commission indicated, a copy of it, that "the General Secretariat of the Council of Ministers approved its proposal to direct ministries and agencies not affiliated with a ministry and all governorates, depending on the periodic position of accredited newspapers sent to them by the Iraqi Journalists Syndicate regarding the referral of advertisements for those ministries and agencies." To ensure the transparency of the announcement of government auctions and tenders.
    The Authority’s Prevention Department confirmed through a report, a copy of which was sent to the General Secretariat of the Council of Ministers, the Parliamentary Integrity and Culture Committees, the offices of the Ministers of Culture and Planning, and the Syndicate of Journalists, that “in the framework of follow-up to the measures taken by the relevant authorities for what was stated in their comprehensive report issued in January 2021, The department’s team made field visits to (the Ministry of Planning - the Government Contracts Department, the Ministry of Culture - the House of Books and Documents and the Journalists Syndicate).
    She pointed out that "the Ministry of Planning has initiated the unified electronic bag project for general government tenders, after it was included in the ministry's investment budget for the year 2021, which will secure the publication of government tenders and all licensing and investment contracts, so that it reaches the suppliers, which contributes to the spirit of justice and promotes transparency."
    The department added that "the ministry is working on preparing the draft government contracts law, to be a comprehensive legal framework for all texts related to contracts concluded by public authorities through the formation of a joint committee to prepare the draft law, pointing out that the draft law is in its final stages; In preparation for submission to the legislative and executive authorities for approval.
    She explained that “the House of Books and Documents in the Ministry of Culture approached the editors-in-chief of the newspapers; For the purpose of providing it with incomplete numbers of newspapers registered under a deposit number, pointing out that some newspapers do not comply with the Depository Law No. (37) of 1970 by depositing their copies with the House, whose mission is limited to granting a (deposit number) to newspapers that are registered with them and does not interfere in the newspaper selection mechanism; For the purpose of publishing advertisements, as its general manager indicated previously.
    As for the procedures of the Journalists Syndicate, it “represented in its response to the proposals of the comprehensive report by setting conditions and controls for granting annual accreditation and conducting on-site inspection of the headquarters of newspapers and their cadres in the cases of accreditation and renewal, in addition to providing institutions and official departments with the names of newspapers committed under the amended Syndicate Law No. 178 of 1969, as amended. Deposit Law No. (37) of 1970; In order to ensure transparency and justice in the publication of advertisements.
    It is noteworthy that the authority called on 28/1/2021 to abolish the role of mediator in advertisements and send them directly to newspapers to which the instructions for implementing government contracts apply, and to find a mechanism for distributing advertisements to approved newspapers in a fair manner.
