    The Parliamentary Finance Committee confirmed that the Food Security Law granted the government the authority to apply for appointment as a contract for college graduates, while it announced the provision of funds to contractors for a period of 3 years and a monthly salary of 300 thousand dinars.
    Member of the Committee, Representative Jamal Kougar, said in an interview with “Al-Zawraa”: The Finance Committee did not interfere with the file of free lecturers, contract holders, and pioneers in the Food Security Law because it does not have a database of their number or any information about these segments. He stressed: The committee feels the injustice of this segment and believes that it needs more care, but it left the powers to the government and the executive authorities because they have a database, the number of years of service, and others. Regarding the job grades announced by the Ministry of Finance as a contract, Cougar said: These job grades differ from the topic of free lecturers, as there is an article in the Food Security Law that appoints college graduates as a contract. Noting that this was also left to the government to develop a mechanism for applying to these grades, and the government, in turn, will distribute these grades and set the mechanism, whether by the Federal Service Council or the Ministry of Finance or Planning or the governorates. Allocate these job grades. He stressed: that the law secured the funds for these degrees for a period of 3 years, because the contract with the graduate will be for a period of three years. For his part, his colleague on the same committee, MP Sajjad Salem, said in an interview with “Al-Zawraa”: The Parliamentary Finance has set conditions for contracting with graduates, Including that he holds a diploma or a bachelor's degree, according to the need or specialization of each governorate. Indicating: that the contract will be for a period of three years with a salary of 300,000 Iraqi dinars for the purposes of training and development. He added: The paragraph of creating contracts came in agreement with the political blocs in general. Indicating that this paragraph does not meet the actual need for unemployment among graduates, so these degrees must be according to a mechanism, an announced trade-off and the highest degree of transparency. Earlier, the Parliamentary Legal Committee confirmed that the Food Security Law addresses emergency issues, while noting that the implementation of contracts and daily procedure clauses is entrusted to the executive authority. The head of the Legal Committee, Mohamed Anouz, said in a press statement: “Paragraph 315 contracts and the daily procedure are established within the Food Security Law, and the implementation process is entrusted to the executive authority.” He added that “the number of contracts is large, and the amounts allocated in the law may be insufficient, as happened in the 2021 budget, which It did not include everyone,” noting that “the food security law will address urgent, not permanent, issues, while the budget law will address all matters.”[/size]
