Baghdad/ Firas Adnan
The coordinating framework talks about a last chance for the Sadrist movement to enter into government formation negotiations, stressing its readiness to open all files, even the "name of the prime minister."
However, the Kurdistan Democratic Party refused to hold the Kurdish forces responsible for delaying the formation of the government, indicating that the current blockage is due to the dispute within the Shiite house and its division into two positions, the first insisting on involving the Sadrist movement and the other not refusing to exclude them.
Member of the State of Law Coalition, Wael al-Rikabi, said that "Parliament witnessed the formation of the State Administration Coalition, which includes among its components the coordination framework, and also includes other national forces, Sunni, Kurdish, Turkmen and Christian."
Al-Rikabi continued, "The Sadrist movement insisted on submitting his resignation from Parliament of his own volition, and no one imposed this option on him, and there is no legal text that allows him to return again."
He pointed out that "everyone is still waiting for the two Kurdish parties, the Patriotic Union of Kurdistan and the Kurdistan Democratic Party, to reach a solution regarding the candidate for the president of the republic."
Al-Rikabi stressed that "the elected president of the republic will take his first steps: assigning the candidate of the coordination framework, Muhammad Shiaa Al-Sudani, to form the government."
He stressed, "The current period until the formation of the government is an opportunity for the Sadrist movement if it wants to negotiate with the coordination framework in particular or the state administration coalition in general. We are ready to negotiate even if that includes the title and name of the prime minister."
Al-Rikabi stated that "in the event that the Sadrists insist not to enter into negotiations, the coordinating framework will move towards presenting its candidate, Muhammad Shia al-Sudani, to form the government within 30 days of his assignment by the elected president of the republic."
He continues, that «the conditions of the Sadrists not to involve parties in the political process after 2003, is unreasonable, as this option is left to the Iraqi citizen through his participation in the upcoming elections, and he is the one who decides who wants to participate in power or not».
Al-Rikabi believes that “the exclusion of Shiite, Sunni or Kurdish political parties that have existed over the past years and have an audience with a political decision is difficult to achieve, and this demand was raised at the time as a matter of escalating demands and putting pressure on the coordinating framework.”
He stressed, "The current political atmosphere includes some understanding, despite what we hear of escalation or demands that are difficult to achieve just by listening to them."
Al-Rikabi concluded that “the project of the political majority advocated by the Sadrists has failed, and the constitution stipulates that the country is a consensual country as it includes components, and the State Administration Alliance intends to form a coalition government for the next stage in which the political parties that bear success and failure will participate.”
For his part, said a member of the Kurdistan Democratic Party, Mahdi Abdul Karim, that "the wheel of the political process began to spin again after the resumption of parliament sessions."
Abdul Karim continued, "The government formation crisis is not borne by the two Kurdish parties on the pretext that they do not agree on the candidate for the presidency of the republic."
He pointed out that «the main problem within the Shiite component in the form of the next government with the presence of two groups: the first with the participation of the Sadrist movement in the government, and the second group is not interested in its presence and insists on proceeding with the constitutional benefits even with the absence of the Sadrists».
Abdul Karim pointed out that "the Kurdistan Democratic Party wants a strong, politically supported government that can provide services and stand up to challenges."
He stated, "This process requires the consensus of all political forces, in order to proceed with the formation of the government and not to fail its tasks within a short period."
Abdul Karim expressed his confidence that «the Kurdish forces will agree on one candidate before the date of the presidential election session, according to what was agreed upon with the Patriotic Union of Kurdistan earlier».
He stated, "The worst possibilities will push us to present two candidates, the first for the Kurdistan Democratic Party, which is Reber Ahmed Khaled, and the other for the Patriotic Union of Kurdistan, Barham Salih, and this means that the blockage cannot be tolerated by the Kurdish forces."
And Abdul Karim concluded, “The negotiations within the Kurdistan region have reached advanced stages, as they do not include the file of the Presidency of the Republic only, but there are many files that are being discussed, and all of them have reached advanced stages.”
