    Today, Wednesday (January 10, 2024), the Ministry of Finance clarified its position on the employee salary scale, expressing its justifications and suggestions regarding the delay in its completion.
    The ministry said in a statement received by Baghdad Today: “We reaffirm our clear approach towards taking into account the financial rights of all segments of Iraqi society, especially the segment of employees, and we constantly strive to guarantee their legitimate rights and meet their living needs in a decent manner that takes into account the economic conditions and fluctuations they are witnessing.” the whole world".
    She added, "The Ministry has worked over the past period to provide all entities whose work is related to the salary scale file with all the data available to it, especially the Diwani Order Committee No. (24) of 2022. At the same time, we confirmed through our representative in the committee that the Ministry does not have a biometric system that links all units." Spending, as far as its work is concerned, which includes approving the staffing of the spending units exclusively financed centrally, and in order for the committee to be provided with sufficient data to know each employee what allocations he receives, it is the responsibility of the spending units in state institutions to submit their employees’ data to the concerned party.”
    She continued: “This requires the head of the committee charged with preparing the salary scale to direct generals to all spending units for the purpose of providing the committee with the data it needs, in addition to the necessity of holding consultative meetings with all finance and human resources managers for all spending units to discuss the data received by the spending units.” To ensure the accuracy of the data for each employee and according to each job title and according to the monthly salary powder prepared by the spending units and on the basis of which disbursements are made monthly, making the required adjustments to the salary scale (civilian and military) and calculating costs, and submitting recommendations by the committee to the authority that issued the customs order to form The committee, to take what they deem appropriate and the amount of the real costs required, so that the committee can proceed with the new peace legislation, which requires obtaining the approval of the Council of Ministers and subsequently submitting it to the House of Representatives for the purpose of legislation in the event that the necessary approvals are obtained.
    She added: “Based on the above, the Ministry supported the committee’s proposal regarding the possibility of approaching spending units in ministries and entities not affiliated with the Ministry and all governorates for the purpose of providing them with data on their employees, and forming supportive committees to implement the proposal,” stressing that it is an executive body that has responsibility for implementing the laws and legislation issued by the Ministry. The higher authorities stated that “the employee salary scale file is not their exclusive responsibility, as the Diwani Order Committee No. 24 of 2022 includes a number of executive, legislative and supervisory authorities and from all relevant state institutions.”
