    Alsumaria News - Politics

The Iraqi Parliament is preparing to resume its session to elect the new Speaker of Parliament next Saturday, so that the second round of electing the President will begin two weeks after the first round, which witnessed great controversy in political circles, but “political and legal entanglement” raises questions about the extent of the influence of what It may come from the Federal Supreme Court about the first round after a new president has already been elected on Saturday, and whether it will lead to the election of a president who will not stay in the presidential seat for long.

Among the 5 candidates in the first round held on Saturday, January 13, the candidate of the Taqadum Party, Shaalan Al-Karim, came out on top with the number of votes that reached 152 votes, and he was only 13 votes away from victory, which required going to a second round until one of the candidates won. On 165 votes.

Candidate Salem Al-Issawi came in second place with 97 votes, which separates him from winning 68 votes, while Mahmoud Al-Mashhadani came third with 48 votes, Amer Abdul-Jabbar with 6 votes, and Talal Al-Zubaie with one vote.

The disagreements that arose among the ranks of the coordination framework led to the adjournment of the session until further notice and the postponement of the second round, after some forces realized that the candidate who had advanced was close to winning, which required a short pause to re-arrange the papers, while in the following hours Al-Karim lost much of the support of the political forces.

These data led the Taqadum Party to be certain of the imminent fall of its candidate by secret vote in the event of going to the second round, and the possibility of packing the remaining 68 votes in favor of Al-Issawi, and while the disagreements became specifically over Al-Karim’s personality, Taqadum found itself unable to present an alternative candidate to be able to win. The votes of the forces of the coordination framework and the preservation of the position of Speaker of Parliament. This matter prompted Taqadum to challenge the legitimacy of the session in order to cancel the first round completely, and obtain the possibility of opening the door for nominations again so that Taqadum could present a new candidate who would be accepted by the political blocs and representatives, according to what legal expert Abbas Al-Aqabi confirmed. , to Al-Sumaria News, that the nomination window cannot be opened for new candidates for the presidency of Parliament and has been closed since the first round according to a previous decision by the Federal Supreme Court.

However, Parliament will proceed next Saturday to hold a session to elect the new Speaker of Parliament and according to the results of the first round, Al-Karim, who needed only 13 votes to win, will be opposite Al-Issawi, who needs only 68 votes to win, amid expectations that Al-Karim, who needed a small number of votes. Only, this time he will be far from obtaining the same number of votes in the second round, and amid the new coordination framework’s directions and understandings, it is natural for the remaining 68 votes for Salem Al-Issawi to be mobilized and installed as Speaker of Parliament.

However, this matter may lead to new political disputes between the forces of the coordination framework and Taqadum, which shares the large number of seats in the Baghdad Provincial Council, which requires new understandings, and this matter will not be resolved except for the Federal Supreme Court to cancel the results of the first-round session. This will allow Taqaddam to field a new candidate and maintain the position.

Legal expert Abbas Al-Aqabi told Al-Sumaria News that the Taqaddum Party must now submit a state order asking the Federal Court to stop the procedures for electing a new speaker of Parliament in a second round next Saturday until the extent of the legality of the first round is decided, stressing that time is running out and Taqaddum must submit this request today. Specifically, since tomorrow is a holiday, Friday, and Saturday begins the session of the second round of electing the Speaker of Parliament.

If a new Speaker of Parliament is actually elected next Saturday, which Salem Al-Issawi is likely to win, then he will have no choice but to wait for the Federal Court’s decision to cancel the results of the first round, but even then, legal expert Abbas Al-Aqabi suggests that the court will even If the legitimacy of the first round session is abolished, it is possible that the second round session will be considered legitimate and considered the first round, and whoever obtains 165 votes as Speaker of Parliament will win, and nothing will result from canceling the first round, which means that the position of progress is weak.
