    Human Rights Watch said on Tuesday that Iraq is "failing" to implement its national laws that guarantee the work rights of people with disabilities, which makes the job quotas allocated for Iraqis with disabilities untapped and leaves hundreds of thousands unemployed.

    In the private sector, employers who do not adhere to the 3% hiring quota are punished with a fine of 500,000 Iraqi dinars (about 382 US dollars), under Article 20 of Law No. 38.     In addition to considering giving preference to companies that fulfill their obligations to employ persons with disabilities in awarding government procurement bids.
