    Baghdad/Al-Masala Al-Hadath: The financial advisor to the Prime Minister, Mazhar Muhammad Saleh, confirmed today, Friday, that financing development projects in the governorates is now consistent with the ability to implement field and practical measures.
    Saleh said, “The distribution of allocations is undoubtedly subject to the standards and indicators of national economic development plans and according to a coherent vision of investment spending priorities in determining governorate projects. These are precise allocations that are approved by both the Council of Ministers and the legislative authority, as the financial schedules for the year 2024 were recently approved.” “Especially in terms of public expenditures, both operational and investment, whose development impacts have expanded homogeneously throughout the political geography of federal Iraq.”
    He added that “the annual investment allocations for the year 2024 were proportionate to the extent of the ability to implement, in light of the indicator of the disruption of the percentage of financial resources allocated to projects previously and were not implemented according to the time course specified for them,” stressing that “financing governorate projects has become a matter consistent with the ability to implement.” At the same time, it represents an investment index in the time dimension.
    He pointed out that “financing development projects must, in all circumstances, be proportional to the ability to carry out field and practical implementation, and here the spirit of competition lies in the primacy of one governorate in optimal investment and at the specified time without delay, that is, proceeding with the completed work in an optimal manner, which requires completing and providing allocations.” According to the rule of real investment in the specified time.”
    He continued: “It is a development philosophy that helps stimulate and compete in implementation capabilities in the required time without adopting allocations that are not clearly known and leads to stagnation in the use of public money without regard to speed and accuracy in achieving results when approving investment projects.”
