Continuing Sunni division hinders selection of parliament speaker

So far, it seems that the election of a parliament speaker will be postponed until further notice, with the sharp division within the "Sunni component" continuing, and the "Coordination Framework" waiting for an agreement on a single candidate. The "Framework" is scheduled to hold a meeting tomorrow, Monday, to discuss several files, most notably the election of a parliament speaker. Over the course of 5 parliamentary sessions and 3 votes, parliament has failed to choose a new speaker.
Anbar MP Fahad Mishaan told Al-Sabah: “The Sunni blocs have not agreed on a candidate yet, and things are moving towards electing one of the candidates or amending the internal regulations.” He added that “the differences are confined to the Sunni blocs, and each bloc wants its own candidate,” indicating that “the three candidates are (Mahmoud Al-Mashhadani, Salem Al-Issawi, and Talal Al-Zubaie).”
He added, "If things continue as they are and the internal system does not change, then Al-Issawi is the most likely candidate," and stressed that the Sunni blocs "are waiting for the meeting of the Coordination Framework scheduled for tomorrow, Monday," stressing that "some forces in the framework prefer that Mohsen Al-Mandalawi remain as acting president, while the framework is trying to remove the accusation from him and will call on the Sunni blocs to agree on a candidate."
The House of Representatives entered a presidential crisis after the Federal Supreme Court decided to terminate the membership of former Speaker of the House of Representatives, Mohammed al-Halbousi, as of November 14.
In turn, political researcher Dr. Muhammad Daham believed that the crisis of electing a president has personal, not political, dimensions.
Daham told Al-Sabah: “The reasons for the delay in resolving the problem are the Sunni-Sunni conflict that has reached the bone-breaking stage,” adding that “the conflict is personal between Mohammed al-Halbousi and Khamis al-Khanjar and is not a partisan or tribal dispute.”
He continued: "This conflict negatively affects the rights of the component," and called for going to a constitutional procedure by holding a session inside parliament and staying away from political consensus, which is a departure from the constitutional text. He explained that "the constitution divided citizens on the basis of governorates and not components, and the best solution is the constitutional procedures that require holding elections until a candidate obtains a simple majority, even if he is forced to hold ten sessions."
For his part, Member of Parliament Yasser Al-Husseini said in an interview with Al-Sabah: “The election of a new Speaker of Parliament depends largely on political consensus among the Sunni poles,” indicating that “there are attempts to involve the Coordination Framework in this problem and hold it responsible for the delay in the election process, and this approach puts pressure on the framework, as political parties are trying to force it to change its paths and will.”
He added that the share of the position of Parliament Speaker belongs to the "Progress" list, which is facing internal divisions. He said: "Despite these divisions, the list is still clinging to the position, while other Sunni forces are heading in different directions. These internal differences increase the complexity of the election process and postpone the decision on this position." Al-Husseini stressed that "the position will not be decided in the next session due to the major differences within the Sunni component."
Among the proposals that were put forward was to replace the parliament’s internal regulations to change the candidates, but it did not receive full acceptance within the “Coordination Framework”. Al-Husseini explained that “this proposal was previously discussed, and there was a clear rejection by the Coordination Framework to amend the internal regulations, for fear that this would lead to establishing a precedent for manipulating internal laws and regulations in the future. Therefore, passing this option seems difficult.”
Meanwhile, the leader of the Sovereignty Alliance, Ahmed Fawaz Al-Issawi, reported that four Sunni alliances (Sovereignty, Azm, Al-Hasm, and Al-Mubadara) agreed to elect Salem Al-Issawi as Speaker of the House of Representatives.
