Economist explains the failure of the electronic payment system at gas stations and calls for: Stop working with this mechanism

Economic researcher Diaa Al-Mohsen explained the failure of the electronic payment system at fuel stations, while calling on the Central Bank of Iraq to stop using this mechanism.
Al-Mohsen explained, “Before launching a project, a feasibility study must be prepared for this project, including the strengths, weaknesses, and challenges facing this project and what are the chances of success of this project,” indicating that “advice should have been taken from the Central Bank regarding the electronic payment project launched by the government, and its commitment to providing all the requirements for the success of this project, as it was confirmed that this was not done by the former Deputy Director of Operations at the Central Bank due to the lack of these requirements at the present time. However, the Central Bank launched this project and the Ministry of Oil took the initiative to implement this project through fuel filling stations spread throughout the country.”
Al-Mohsen pointed out that “what is criticized about the project is the lack of preparation of all the requirements, the most important of which may be the Internet, because the electronic payment process is done through it.” He pointed out that “the Internet in Iraq is very weak, as we still use G3 technology, while in most countries of the world G5 and even G7 technology is used. In addition to that, the Internet outages during final exams, which make matters worse, which caused the disruption of the use of the electronic payment mechanism for at least two hours during exam days.”
He added, "There is a deliberate attempt by some workers at filling stations to disable electronic payment devices, which forces the driver of the vehicle to pay additional amounts to the worker to facilitate filling his vehicle with fuel, by using the Internet on his phone, which is a clear act of extortion that occurs in the absence of oversight by the Ministry of Oil."
Al-Mohsen called for, “The Central Bank of Iraq must stop working with this mechanism at the present time until an agreement is reached with the Ministry of Communications to secure G5 technology, as it is very fast in delivering the required information. It is also necessary to work on stopping the Internet outage during exam days. What is the point of cutting off the Internet for two hours before exams when everyone knows how questions are leaked!”
Last March, the Ministry of Oil - Oil Derivatives Distribution Company announced the start of supplying vehicles with “super and improved” fuel according to electronic payment cards (POS) in all governorates.
Earlier, a number of citizens in Baghdad complained about the suspension of electronic payment outlets at several fuel stations, while a source from the Central Bank confirmed that the problem is not general and suggested that the reason is due to the weakness of the Internet network.
