Integrity: Suspicions of corruption in the preparation of materials for a power station worth nearly 8 billion in Kirkuk

The Federal Integrity Commission announced that it had detected suspicions of corruption in the project to implement power lines at a cost of (7,630,000,000) seven billion dinars, and exaggeration in purchases of the Hamrin field in Kirkuk.
The government media and communications office of the authority indicated, according to a statement, that “a team formed in the Kirkuk Investigation Office revealed suspicions of corruption attributed to the Central Committee for Review and Approval of Projects in the Governorate Diwan regarding the project to supply materials and implement a (kv33) voltage feeder to feed the proposed “Ma Mah” station from the molasses production station via medium-range towers.”
The media office added that “among the violations are preparing materials and implementing lighting works for the entrance of “Al-Tun Kopri” to the Hindi Bridge, lighting the entrance to the control opposite the “Al-Tun Kopri” electricity department, lighting the towers of the roundabout and gardens on the edges of the airport fence, in addition to lighting the entrance to the two streets of the entrance to the Laylan district and implementing a new feeder (11 kv) from the “Banja Ali” station, explaining that “the project was referred for an amount of (7,630,000,000) seven billion dinars, despite the existence of bids submitted by the rest of the competing companies for an amount of (6,106,383,000) six billion dinars.”
The office added that “the External Audit Division of the Kirkuk Investigation Office monitored the Director of the Audit Department and the Financial Member of the Central Committee for Review and Approval excluding companies competing for the announced projects; under the pretext of not meeting the financial revenue rate, despite the fact that the company implementing the project, which was included in the regional development allocations for the year 2023, did not meet the annual revenue rate,” noting that “the Tender Analysis and Recommendation Committee referred and accepted the highest bids with a very large difference from the lowest bids.”
The office explained that “the staff revealed suspicions of corruption and waste of public money in the contract to supply the (dermatome) device for patching burns, concluded between the governorate’s health department and one of the companies, as the director of the inspection department did not exercise his supervisory role in taking legal measures, after it became clear that the device had not been working or entered service since the date of supply; due to problems in its codes.”
