    Baghdad Municipalities Directorate revealed today, Tuesday, that the decision to convert agricultural lands to residential lands faced a problem when reaching the fourth stage, which is converting the type of land, indicating that completing the matter requires amending and issuing a new draft law that cancels Law No. 117 of 1970, which prohibits the transfer of ownership except after referring to the original owner or disposer.

    The director of municipalities of the province said[You must be registered and logged in to see this link.]Yasser Al-Quraishi: The procedures for converting unused agricultural lands into residential lands pursuant to Cabinet Resolution No. 320 of 2022 include five stages, three of which his directorate has completed, including collecting land data and preparing sectoral designs.



    He added that his directorate faced a problem when implementing the fourth phase of converting the land type to residential, which is the issue of transferring its ownership and its conflict with Resolution No. 117 of 1970, which stipulates the obligation to refer to the owner of the land or the official disposer of it before taking any action.

    Al-Quraishi pointed out that it is impossible to do this, as many of the landowners or contractors cannot be referred to or their locations can be identified, in addition to the expired contracts and lands that have been fragmented.

    He explained that the directorate obtained the approval of the Council of Ministers to make amendments and issue a new draft law that cancels Law No. 117 of 1970 and allows the municipal department the right to dispose of the land without referring to its owner or tenant as long as it is not exploited and there are no buildings on it. Al-

    Quraishi pointed out that the directorate will begin, after completing the amendments and approving them, implementing the fifth phase, which includes land ownership and issuing bonds to those entitled to them, amounting to 20,000 plots of land, according to the government newspaper Al-Sabah.
