Iraqi Prime Minister Adel Abdul-Mahdi on Tuesday accused the United States of "military rule" in the disputed city of Kirkuk between Baghdad and Erbil.
"There is no military rule in Kirkuk," Abdul Mahdi told a weekly news conference.
"Kirkuk is not subject to an emergency at all," he said.
