Parliamentary: Article 142 is illegal and constitutional amendments must be in accordance with another article

The head of the parliamentary national approach bloc, Ammar Touma, confirmed thursday, article 142 in the constitution is illegal because the people voted on the copy of the constitution that was distributed to him in September 2005 and did not include that article.
"The constitution gained its legitimacy from the people's vote, and the people voted on the version that was distributed to it, which contained only 139 articles, and did not give legitimacy to the added materials," Toma said in an interview carried by Mawazine News.
He added: "We refer to a set of facts that prove that article 142 is unconstitutional:
  1- The State Administration Act stipulates in article 61 that the National Assembly is obliged to write the draft permanent constitution by August 15, 2005, and the draft must be submitted to the Iraqi people for approval and publish the draft in this period function the returns of the month of the month in which it is sent
2- The same article 61 of the State Administration Act stipulated, if necessary, that additional time may be requested to complete the draft constitution, provided that the request is submitted by the president of the assembly and with the approval of the majority of its members and the request is submitted at the latest on August 1, 2005, and the Presidential Council extends the period of writing the constitution for only six months, which is not the time for the expiry of the said date and the presidential council is not extended, which means that any addition to the draft constitution after August 15, 20005 - the end of the term of the National Assembly for the draft constitution - is not legal and without effect.
