A cold dispute over the ownership of the Engineers Syndicate property threatens to suspend governmental and private sectors

Jabbar Pai
Governmental and civil sectors in Wasit Governorate have become threatened with suspension and suspension of hundreds of projects due to threats issued by the Engineers Syndicate in the governorate in the event that the procedures proceed to transfer the ownership of the association building allocated to it since 1967 to another party, considering that the building is registered in the Real Estate Registration Department in the name of the Secretariat of the country and is considered From the buildings belonging to the dissolved entities.
The conflict between the Engineers Syndicate in Wasit and the Martyrs Institution began since 2005 when the General Secretariat of the Council of Ministers directed to allocate the Engineers Syndicate building to the Martyrs Institution after the Real Estate Registration Department provided it with a copy of the real estate deed registered in the name of the Cabinet Secretariat, which is rejected by the engineers in Wasit, considering their entitlement to the building Al-Masheed was built with their own money after the governor of the Al-Kut Brigade, Mohsen Al-Rafi’i, in 1967 allocated a plot of land to the Engineers Syndicate, and the construction was made from donations by the engineers themselves, especially those who were working in the Wasit textile factories in addition to other departments in the governorate.
Engineers in various governmental and private sectors organized a protest stand against the decision to evacuate their union headquarters and hand it over to the Martyrs Foundation, affirming their adherence to this historical legacy that represents the engineer, otherwise they will have another position that may reach an open sit-in and strike action, which may lead to the suspension of hundreds of projects and factories And various civilian installations.
The Deputy Secretary of the Syndicate Branch, Engineer Haitham Jamil Akkar, said: “The land of the Engineers Syndicate in the governorate has been allocated to the Syndicate since 1967 by the district administrator of Al-Kut Mohsen Al-Rafi'i. Throughout those years, far and wide know that this building is the headquarters of the Iraqi Engineers Syndicate in Wasit Governorate, and according to the official deed, it is dedicated. To the Syndicate. '
He added, "This building, which today is intended to be allocated to another party, represents a rich history that has transformed with the passage of years into a legacy that has been engraved in the memory of the Wasitites for more than 54 years, and we cannot waive our right to it, which is a legitimate, legal and moral right."
He reveals the origin of the problem by saying that “after the advent of the previous system, the building was registered in the name of the Cabinet Secretariat, considering that the trade unions and federations were linked to the secretariat of the Council of Ministers, but in reality they were dedicated to the Engineers Association and occupied by it. The real estate is among the real estate of the dissolved entities, and therefore it was allocated to the Martyrs Foundation, contrary to the reality and the historical and official facts regarding the union’s entitlement to it. Pointing out that the Court of Cassation issued a decision in 2009 regarding the right of the union in the real estate after a series of judicial procedures. A committee by the cabinet secretariat, which in turn returned the right to the union.
For his part, Secretary of the Syndicate, Engineer Ammar Al-Salmawi, says that “the building occupied by the union belongs to engineers, and no party has the right to claim it, even if the Martyrs Foundation, which was granted by the local government in the governorate, is more than a plot of land and in distinct locations and very suitable areas. It can be used as a building for the institution and we will be supportive And our contributors to the establishment of a large civilizational and urban edifice befitting the sacrifices of the martyrs, and they deserve more than that.
He added that «the return of the claim to the headquarters of our union is not correct and cannot be accepted, and that this has been insisted on by the higher authorities in Baghdad, including the Cabinet Secretariat, we will have another pause to prove our right to the inheritance of Engineer Al-Wasiti, which is the headquarters of the union, who did not and will not accept transferring his ownership to any party. »
“We will have decided to open an open sit-in in the face of the recent decision issued by the courts to demand the evacuation of the building, and this sit-in may develop and thus lead to paralysis and disruption of all government departments and institutions and the suspension of hundreds of projects that are being implemented under the supervision of members of the Syndicate of engineers with various specializations.”
He explained, "The Syndicate organized a protest stand in which many trade unions, organizations, civil society institutions and independent personalities participated, all of which affirmed the right of the Engineers Syndicate to its headquarters."
Noting that “all departments, institutions and local government in Wasit are with the right of the union at its headquarters, and also all call for a large urban edifice worthy of the institution of martyrs and the sacrifices of the martyrs. The brothers in the Martyrs Foundation understand that, not running after a right, and a building that is more than 54 years old and whose ownership is known as a union of engineers.
