, Technical Adviser to the Prime Minister Haitham Al-Jubouri confirmed today, Monday, that the abolition of the emergency support law will cause the loss of a third of the electric energy produced and the decline in the provision of ration card materials for only 3-4 months, while confirming the government's move to find legal remedies that reduce harm to citizens.
Al-Jubouri said, "The Federal Court's decision to cancel the emergency food security support bill is now binding, but we know that there will be serious negative repercussions that may be reflected on the citizen regarding the ration card items."
He added, "The repercussions may include farmers with regard to wheat and barley crops and the electric power sector, especially the gas import file and its debts amounting to one billion and 600 million dollars to neighboring Iran, and there are commitments to pay in this regard and cancellation will prevent its implementation."
Al-Jubouri added that "the ration, social welfare salaries, the unemployed and the electricity sector will be among the biggest affected, and the Minister of Electricity informed us that 8000 megawatts of energy will be excluded because it is related to gas, which represents a third of the energy. Also, the cancellation will prompt the provision of ration card items from 3-4 months only because Applying the 1/12 principle of exchange means that funds are available on previous prices according to the 2021 budget, and now food prices have risen a lot, and the same amounts cannot be allocated.
He stressed that "the government has begun to study options as of today, and we are trying to overcome the problem by taking legal and constitutional measures to achieve the interests of the Iraqi citizen."
Regarding a proposal to request an advance from the Ministry of Finance to align the affairs of the country, he stressed that “the Financial Management Law No. 6 of 2019 does not allow any ministry or the Council of Ministers to request an advance from the Ministry of Finance in order to align its affairs, and Article 13 of the law determined the disbursement according to the 1/12 principle of operating expenses. The total and that the expenditures should not be on the same chapters specified in the previous budget, but rather the expenditures are made within the total financial ceiling allowed from the operating budget through rotation and door-to-door transfers over the total amount.

And on the powers of the House of Representatives to propose bills, al-Jubouri stated that “the Federal Court has determined for the legislative authority the possibility of proposing bills, except for those that have a financial aspect or conflict with the government program or that are related to the judicial authority, and the government’s opinion must be taken in any decision that involves a financial aspect.”
